Despite all odds, Federal Board of Revenue (FBR) has put in tremendous effort to achieve the revenue target for the month of May 2023 by collecting Rs. 605 billion gross revenues. Against a target of Rs. 621 billion, FBR was able to collect Rs.572 billion net revenue, while refunds amounting to Rs. 33 billion were issued. It collected Rs. 205 billion under the head of domestic income tax compared to Rs. 131 billion in May 2022, thereby showing a growth of 57%. A healthy year-on-year growth of 28% was achieved in the domestic sales tax with collection of almost Rs.100 billion. Around Rs.41 billion were collected as Federal Excise Duty (FED) showing a year-on-year increase of 32%. However, a cumulative growth of almost 44% has been achieved in the collection of domestic taxes. This is despite the fact that the economy has slowed down and GDP growth rate has been revised downward. Cumulative growth of almost 44% has been achieved in the collection of domestic taxes.
However, on the import side same momentum could not be maintained due to unprecedented compression in imports. In US$ terms, imports in the country declined by 37% in May 2023 compared to May 2022. Moreover, the import of high duty items such as vehicles, home appliances, as well as miscellaneous consumer goods such as garments, fabrics, footwear etc have been drastically reduced, changing the import mix. This has impacted collection of Customs duties and other taxes. Despite 18% dip in collection of Customs duties, and 11% decline in overall tax collection at import stage, FBR’s overall growth was registered at 16% compared to previous year.

فیڈرل بورڈ آف ریونیو نے تمام تر مشکلات کے باوجود بہترین کارکردگی کا مظاہرہ کرتے ہوئے مئی 2023 میں مجموعی طور پر 605 ارب روپے کا ریونیو اکٹھا کرلیا ہے۔ 621ارب روپے کے ہدف کے مقابلے میں مئی 2023 میں 572 ارب روپے کے خالص محصولات جمع کئے گئے ہیں جبکہ 33ارب روپے کے ریفنڈز جاری کئے گئے ہیں۔ ڈومیسٹک انکم ٹیکس کی مد میں 205 ارب روپے اکٹھے کئے گئے ہیں۔جبکہ پچھلے سال مئی کے دوران اس مد میں 131ارب جمع کئے گئے تھے جو کہ 57 فیصد اضافہ ظاہر کرتا ہے۔ ایف بی آر نے ڈومیسٹک سیلز ٹیکس کی مد میں تقریباً 100ارب روپے جمع کئے ہیں جو گذشتہ سال کے مقابلہ میں 28فیصد زیادہ ہیں۔ فیڈرل ایکسائز ڈیوٹی کی مد میں تقریباً 41ارب روپے اکٹھے کئے گئے ہیں جو سال بہ سال کی بنیاد پر 32فیصد اضافہ ظاہر کرتا ہے۔ تاہم ڈومیسٹک ٹیکسز کی مد میں مجموعی طور پر 44 فیصد اضافہ حاصل کیا گیا ہے۔ ایف بی آر نے یہ تمام اہداف معیشت میں سست روی اورجی ڈی پی گروتھ ریٹ کو کم کرنے کے باوجودحاصل کئے ہیں۔
دوسری طرف درآمدات میں غیر معمولی کمپریشن کی وجہ سے اس رفتار کو برقرار نہیں رکھا جا سکا۔ امریکی ڈالر کی شرح کے اعتبار سے مئی 2022 کے مقابلہ میں مئی 2023 کے دوران درآمدات میں 37 فیصد کمی دیکھنے میں آئی ہے۔ مزید برآں بھاری ڈیوٹی والی اشیاء جیسا کہ گاڑیاں اور گھریلو آلات اور اس کے ساتھ ساتھ متفرق اشیاء جیسا کہ کپڑا، لباس اور جوتے کی درآمد میں انتہائی کمی واقع ہوئی ہے۔اس کی وجہ سے کسٹمز ڈیوٹیز اور دیگر ٹیکسوں کی وصولی پر کافی اثر پڑا ہے۔ کسٹمزڈیوٹیز کی مد میں 18فیصد اور درآمدی سطح پر ٹیکس اکٹھا کرنے میں 11فیصد کمی کے باوجود ایف بی آر نے گذشتہ سال کے مقابلہ میں مجموعی طور پر 16فیصد زیادہ ریونیو اکٹھا کیا ہے۔
