A four-member delegation from American Business Council, led by Mr. Adnan Asad, Chairman on its Government Relations Subcommittee called on Advisor to PM on Finance & Revenue Mr. Shaukat Tarin and Chairman FBR Dr. Muhammad Ashfaq Ahmed here at FBR (HQs) this afternoon. Addressing on the occasion, Mr. Adnan Asad explained the scope and significance of American Business Council and touched upon its three key areas- Advocacy, Awareness and Advocacy- of collaborative engagement with relevant stakeholders including the Government of Pakistan. He expressed his keen interest to collaborate with the Ministry of Finance and FBR to fight the menace of illicit trade in consumer goods based on government backed data. The proposed MoU includes a joint research that will be formulated as per the Government’s needs and areas of focus so that it could lead to informed policy decisions.
In his presidential address, Advisor to PM on Finance & Revenue, Mr. Shaukat Tarin reiterated the Government’s priority on increasing tax to GDP ratio to 20% in the next 4-5 years. He identified Tobacco and Beverages as the two key sectors most affected by illicit trade and emphasized on the pressing need to conduct quality research into the possible revenue leakages in these important sectors with clear findings and guidelines to plug the same.
The Advisor thanked the delegation for their much needed support and also directed them to work closely with FBR as well as private sector to counter illicit trade, together. All members of FBR were also present during the meeting.

امریکن بزنس کونسل کے چار رکنی وفد نے گورنمنٹ ریلیشنز کی ذیلی کمیٹی کے چیئرمین عدنان اسد کی قیادت میں وزیر اعظم کے مشیر برائے خزانہ و محصولات شوکت ترین اور چیئرمین ایف بی آر ڈاکٹر محمد اشفاق احمد سے ایف بی آر (ہیڈکوارٹرز ) میں ملاقات کی۔ اس موقع پر خطاب کرتے ہوئےعدنان اسد نے امریکن بزنس کونسل کے دائرہ کار اور اہمیت کو اجاگر کیا اورحکومت پاکستان سمیت متعلقہ سٹیک ہولڈرز کے ساتھ مل کر کام کرنے کی افادیت پر روشنی ڈالی۔ انہوں نے سرکاری ڈیٹا کی بنیاد پر اشیائے خوردونوش میں غیر قانونی تجارت کےناسور سے نمٹنے کے لیے وزارت خزانہ اور ایف بی آر کے ساتھ تعاون میں گہری دلچسپی ظاہر کی۔ مجوزہ مفاہمتی یا دداشت ایک جوائنٹ ریسرچ پر مشتمل ہے جو حکومت کی ضروریات اور توجہ طلب شعبوں کے مطابق مرتب کی جائے گی جس کے نتیجے میں ٹھوس شواہد کی بنیا د پر بروقت پالیسی سازی کی جا سکے گی۔
اپنے خطاب میں وزیر اعظم کے مشیر برائے خزانہ و محصولات شوکت ترین نے حکومتی ترجیحات کا اعادہ کرتے ہوئے کہا کہ اگلے چار پانچ سالوں میں ٹیکس ٹو جی ڈی پی کے تناسب کو 20 فیصد تک بڑھایا جائے گا ۔ انہوں نے تمباکو اور مشروبات کو غیر قانونی تجارت سے متاثرہ دو اہم شعبوں کے طور پر واضح کیا اور ان اہم سیکٹرز میں ریونیو نقصان کو دور کرنے کے لئے کوالٹی ریسرچ کی اہمیت پر زور دیا۔ انہوں نے وفد کے تعاون کا شکریہ ادا کیا اور کونسل کو ہدایت کی کہ وہ غیر قانونی تجارت کے انسداد کے لیے ایف بی آر اور اس کے ساتھ ساتھ نجی شعبے کے ساتھ مل کر کام کرے۔ ایف بی آر کے تمام ممبران مذکورہ بالا میٹنگ میں موجود تھے۔
