Mr. Asim Ahmad, Chairman FBR visited Customs Intelligence Headquarters Islamabad with a view to applaud the anti-smuggling operations resulting into seizure of Essential Commodities, Dry Fruits, Cigarettes, Indian Origin Gutka & Shisha flavor worth Rs. 754 million during the last four days of the current week. These anti-smuggling operations were conducted by the Directorate General of Intelligence & Investigation- Customs in the province of Baluchistan, Rawalpindi / Islamabad and Karachi.
DIRECTORATE OF I&I-CUSTOMS, GWADAR:
In pursuance of the directions of the Prime Minister of Pakistan to launch a crackdown against the smuggling of essential items from Pakistan to the neighboring countries, a credible information was shared by the Director General Customs Intelligence, Mr Faiz Ahmad Chadhar with Directorate of Customs Intelligence, Gwadar that a huge quantity of Pak Origin Fertilizer Urea and Sugar are dumped at different premises /godowns in and around Khuzdar City, for onwards smuggling from Baluchistan to Afghanistan.
In the wake of the instruction of the Director General, the Director, Customs Intelligence, Gwadar constituted a team to execute the operation for seizure of the essential items from various dumping sites of District Khuzdar. On 29.04.2023 the Customs Intelligence team assisted by Frontier Corps, Kalat Scouts at Khuzdar, Distt administration and Police, searched a Farm House and recovered 26,407 Bags of Fertilizer Urea and 8,209 Bags of Sugar from the premises. In another raid in Khuzdar District recovery of 10,630 Bags of Pak Origin Urea Fertilizer and 3,770 Bags of Sugar was effected. In the third leg of the operation the Joint Team reached the Arbab Complex, a local market, shops of which had been rented for illegal hoarding of the essential items. Thorough search of each shop resulted in recovery of 22,978 bags of Pak Origin Sugar and 2,646 bags of Urea Fertilizer from 33 different shops.
Besides above three operations, two more were conducted by the Customs Intelligence Baluchistan during the past few days in which 2200 bags of urea fertilizer and 10,000 bags of sugar were seized at Gadani and Noshki.
Thus, during the ongoing drive against the smuggling of essential commodities, the Customs Intelligence has seized 41,883 bags of Urea fertilizer having market value of Rs. 167.532 million and 44,957 bags of Sugar having market worth of Rs. 224.785 million. These operations during the last weekend have successfully foiled attempt to smuggle to Afghanistan huge quantities of 86,840 bags of essential commodities with cumulative worth of Rs. 392.317 million which is a severe blow to the smuggling mafia.
DIRECTORATE OF I&I-CUSTOMS, RAWALPINDI:
On another specific information received through the Director General, Customs Intelligence, Mr. Faiz Ahmad Chadhar, the combined staff of Directorate of Customs Intelligence Rawalpindi and HQ Islamabad conducted a Joint Operation at Moosa Godown located at Sharbat Street, Rata Amraal, Rawalpindi on 02-05-2023 and recovered huge quantity of different smuggled items. The smuggled goods seized during the operation were shifted to Customs Intelligence Headquarters on twenty (20) Mazdas Trucks and include high value items like smuggled Almonds, Cashew Nuts, Walnuts, Cigarettes, Tea etc. valuing Rs. 300 million. This anti-smuggling operation was executed by Additional Director Customs Intelligence Mr. Shahid Jan and Deputy Director Mr. Salik Mahmood under the direct supervision of Director Customs Intelligence Mr. Irfan Wahid and the Director General Faiz Ahmad Chadhar continuously provided back up support and guidance during whole night as the operation lasted for more than 14 hours. To thwart any untoward law and order situation, an effective liaison was established with senior command of Rawalpindi and Islamabad Police who extended excellent support throughout the operation.
DIRECTORATE OF I&I-CUSTOMS, KARACHI
Yet another credible information was passed on by the Director General Customs Intelligence Mr. Faiz Ahmad Chadhar to the Directorate of Customs Intelligence, Karachi that a huge quantity of foreign origin smuggled cigarettes, gutka and cosmetics was stocked in a private godown near Bolton Market, Saddar, Karachi.
In pursuance thereof, an anti-smuggling operation was planned to effect seizure of the above-mentioned stock under the supervision of Director Customs Intelligence Karachi, Engr Habib Ahmad Warriach. The team of Customs Intelligence, Karachi executed this operation in the wee hours of 03rd May 2023 with the backup support of Law Enforcement Agencies and recovered 2.2 million sticks of smuggled cigarettes and 0.3 million pouches of Indian origin Gutka and Shisha flavor. Total value of the seized goods is Rs 61.3 million.
It is pertinent to highlight that the Godowns from where the abovementioned smuggled goods have been recovered in Karachi and Rawalpindi are located in densely populated areas of Karachi. The local residents who are under the influence of smugglers and their accomplices throng together and prevent Law Enforcement Agencies from executing any enforcement action, whenever undertaken. In this backdrop it was extremely challenging for Customs Intelligence, teams to conduct the instant operations. However, these were meticulously planned and executed in a professional manner ensuring recovering of huge quantities of smuggled goods without resulting in any collateral damage.
In recognition of the efforts of the Directorate General in combating the menace of smuggling, Mr. Asim Ahmad, Chairman FBR visited the Customs Intelligence Headquarters on 4th May, 2023 and lauded the efforts of Mr. Faiz Ahmad, Director General and his team. The Director General assured the Chairman FBR that no stone will be left unturned in eradicating smuggling in the country in line with the policy of the Federal government. The Directorate General Customs Intelligence shows strong resolve to deal the smugglers with iron hands. The visit of the Chairman is also a strong message to the smugglers that the smuggling will not be tolerated in any area of the country.

عاصم احمد، چیئرمین ایف بی آر نے کسٹمز انٹیلی جنس کی طرف سے سمگلنگ کی روک تھام میں کسٹمز انٹیلی جینس کی کارکردگی کو سراہنے کے لئے کسٹمز ہیڈ کوارٹرز اسلام آباد کا دورہ کیا۔ رواں ہفتے کے آخری چار دنوں کے دوران 754 ملین روپے مالیت کی اشیائے ضروریہ، خشک میوہ جات، سگریٹ، بھارتی ساختہ گٹکا اور شیشہ فلیور ضبط کرلئے گئےہیں۔ اسمگلنگ کے خلاف یہ کارروائیاں ڈائریکٹوریٹ جنرل آف انٹیلی جنس اینڈ انویسٹی گیشن- کسٹمز نے صوبہ بلوچستان، راولپنڈی/اسلام آباد اور کراچی میں کیں۔
وزیراعظم پاکستان کی ہدایات کے مطابق کسٹمز انٹیلی جنس نے ملک بھر میں ضروری اشیاء کی سمگلنگ کے خلاف کریک ڈاؤن جاری رکھا ہوا ہے۔ اس ضمن میں ڈائریکٹر جنرل کسٹمز انٹیلی جنس فیض احمد چدھڑ نے ڈائریکٹوریٹ آف کسٹمز انٹیلی جنس گوادر کے ساتھ قابل اعتماد معلومات شیئر کیں کہ خضدار شہر اور اس کے گردونواح میں مختلف احاطوں/گوداموں میں بڑی مقدار میں
یوریا کھاد اور چینی کو ذخیرہ کیا گیا ہے جسے بلوچستان سے افغانستان اسمگلنگ کیا جانا تھا۔
ڈائریکٹر کسٹمز انٹیلی جنس، گوادر نے ضلع خضدار کے مختلف مقامات سے ضروری اشیاء کو ضبط کرنے کے لیے ایک ٹیم تشکیل دی۔
29 اپریل کو کسٹمز انٹیلی جنس ٹیم نے فرنٹیئر کور، قلات سکاؤٹس، خضدار، ضلع انتظامیہ اور پولیس کی مدد سے ایک فارم ہاؤس کی تلاشی لی اور احاطے سے کھاد کے 26,407 تھیلے یوریا اور چینی کے 8,209 تھیلے برآمد کیے۔ ضلع خضدار میں ایک اور چھاپے کے دوران پاکستانی یوریا کھاد کے 10,630 تھیلے اور چینی کے 3,770 تھیلے برآمد کیے گئے۔ آپریشن کے تیسرے مرحلے میں جوائنٹ ٹیم ایک مقامی بازار ارباب کمپلیکس پہنچی۔ جہاں کی دکانیں ضروری اشیاء کی غیر قانونی ذخیرہ اندوزی کرنے کے لیے کرائے پر دی گئی تھیں۔ ہر دکان کی مکمل تلاشی کے نتیجے میں 33 مختلف دکانوں سے چینی کے 22,978 تھیلے اور یوریا کھاد کے 2,646 تھیلے برآمد ہوئے۔
مندرجہ بالا تین کارروائیوں کے علاوہ گزشتہ دنوں کسٹمز انٹیلی جنس بلوچستان کی جانب سے مزید دو آپریشن کیے گئے جن میں گڈانی اور نوشکی میں یوریا کھاد کے 2200 تھیلے اور چینی کے 10,000 تھیلے قبضے میں لیے گئے۔
اس طرح اشیائے ضروریہ کی سمگلنگ کے خلاف جاری مہم کے دوران کسٹمز انٹیلی جنس نے یوریا کھاد کے 41,883 تھیلے ضبط کیے ہیں جن کی مالیت 167.532 ملین روپے ہے اور چینی کے 44,957 تھیلے ضبط کیے جن کی مالیت 224.785 ملین روپے ہے۔
گزشتہ ہفتے کے آخر میں ہونے والی ان کارروائیوں کے نتیجے میں 392.317 ملین روپے کی مجموعی مالیت کی اشیائے ضروریہ کی افغانستان سمگل کرنے کی کوششوں کو ناکام بنا یا گیا ہے۔ جو اسمگلنگ مافیا کے لیے ایک سخت دھچکاہے۔
ڈائریکٹر جنرل کسٹمز انٹیلی جنس فیض احمد چدھڑ کے ذریعے موصول ہونے والی ایک اور مخصوص اطلاع پر ڈائریکٹوریٹ آف کسٹمز انٹیلی جنس راولپنڈی اور ہیڈ کوارٹر اسلام آباد کے عملے نے 2 مئی کو رتہ امرال، راولپنڈی میں واقع موسیٰ گودام میں ایک مشترکہ آپریشن کیا۔ اور مختلف سمگل شدہ اشیاء کی بھاری مقدار برآمد کر لی۔
آپریشن کے دوران پکڑے گئے اسمگل شدہ سامان کو کسٹمز انٹیلی جنس ہیڈ کوارٹر منتقل کیا گیا اور ان میں اسمگل شدہ بیس عدد ٹرک بادام، کاجو، اخروٹ، سگریٹ، چائے وغیرہ شامل ہیں جن کی مالیت 300 ملین روپے ہے۔
اس انسداد سمگلنگ آپریشن کو ایڈیشنل ڈائریکٹر کسٹمز انٹیلی جنس شاہد جان اور ڈپٹی ڈائریکٹر سالک محمود نے ڈائریکٹر کسٹمز انٹیلی جنس عرفان واحد کی براہ راست نگرانی میں انجام دیا۔ ڈائریکٹر جنرل فیض احمد چدھڑ نے پوری رات مسلسل بیک اپ سپورٹ اور رہنمائی فراہم کی، کیونکہ آپریشن 14 گھنٹے سے زائد جاری رہا۔ امن و امان کی کسی بھی ناخوشگوار صورتحال کو ناکام بنانے کے لیے راولپنڈی اور اسلام آباد پولیس کی سینئر کمانڈ کو اعتماد میں لیا گیا تھا۔ جنہوں نے آپریشن کے دوران بہترین تعاون کیا۔
ڈائریکٹر جنرل کسٹمز انٹیلی جنس فیض احمد چدھڑ کی جانب سے ڈائریکٹوریٹ آف کسٹمز انٹیلی جنس، کراچی کو ایک اور مصدقہ اطلاع دی گئی کہ بولٹن مارکیٹ، صدر کے قریب واقع ایک نجی گودام میں غیر ملکی اسمگل شدہ سگریٹ، گٹکا اور کاسمیٹکس کی بھاری مقدار ذخیرہ کی گئی ہے۔
اس اطلاع کے ملنے پر ڈائریکٹر کسٹمز انٹیلی جنس کراچی، انجینئر حبیب احمد وڑائچ کی نگرانی میں مذکورہ ذخیرے کو ضبط کرنے کے لیے انسداد اسمگلنگ آپریشن کا منصوبہ بنایا گیا۔ کسٹمز انٹیلی جنس، کراچی کی ٹیم نے قانون نافذ کرنے والے اداروں کے تعاون سے 03 مئی 2023 کو صبح کے اوقات میں اس کارروائی کو انجام دیا اور آپریشن کے دوران 2.2 ملین اسمگل شدہ سگریٹ، بھارتی ساختہ گٹکا اور شیشہ فلیور کے 0.3 ملین پاؤچ برآمد کئے گئے۔ ضبط شدہ سامان کی کل مالیت 61.3 ملین روپے ہے۔
واضح رہے کہ کراچی اور راولپنڈی میں جن گوداموں سے مذکورہ سمگل شدہ سامان برآمد ہوا ہے وہ کراچی اور راولپنڈی کے گنجان آباد علاقوں میں واقع ہیں۔
مقامی باشندے جو اسمگلروں اور ان کے ساتھیوں کے زیر اثر ہیں وہ اکٹھے ہو جاتے ہیں اور قانون نافذ کرنے والی ایجنسیوں کو جب بھی کوئی کارروائی کی جاتی ہے اسے انجام دینے سے روکتے ہیں۔ اس پس منظر میں کسٹمز انٹیلی جنس، ٹیموں کے لیے فوری آپریشن کرنا انتہائی مشکل تھا۔ تاہم، ان کو ایک جامع منصوبہ بندی اور پیشہ ورانہ طریقے سے عمل میں لایا گیا تاکہ اس بات کو یقینی بنایا جا سکے کہ اسمگل شدہ سامان کی بھاری مقدار کو کسی قسم کے نقصان کے بغیرضبط کیا جائے۔
سمگلنگ کی لعنت سے نمٹنے کے لیے ڈائریکٹوریٹ جنرل کی کوششوں کے اعتراف میں چیئرمین ایف بی آر عاصم احمد نے 4 مئی 2023 کو کسٹمز انٹیلی جنس ہیڈ کوارٹرز کا دورہ کیا اور فیض احمد، ڈائریکٹر جنرل اور ان کی ٹیم کی کاوشوں کو سراہا۔
ڈائریکٹر جنرل نے چیئرمین ایف بی آر کو یقین دلایا کہ وفاقی حکومت کی پالیسی کے مطابق ملک میں سمگلنگ کے خاتمے میں کوئی کسر نہیں چھوڑی جائے گی۔
ڈائریکٹوریٹ جنرل کسٹمز انٹیلی جنس نے اسمگلروں سے آہنی ہاتھوں سے نمٹنے کے لیے پختہ عزم کا اظہار کیا ہے۔ چیئرمین ایف بی آر کا دورہ سمگلروں کے لیے بھی مضبوط پیغام ہے کہ ملک کے کسی بھی علاقے میں سمگلنگ برداشت نہیں کی جائے گی۔
