Federal Board of Revenue and all the four Provincial Revenue Authorities signed a Memorandum of Understanding (MOU) for a single sales tax return and single web portal. Signing of the MOU is one of the most significant components of harmonization of sales tax initiative currently underway between the Federation and the provinces.
On behalf of FBR, the MoU was signed by Chairman FBR whereas the heads of all provincial revenue authorities signed the document on behalf of their respective departments. The representatives of Khyber Pakhtunkhwa Revenue Authority (KPRA) and Balochistan Revenue Authority (BRA) were physically present in the ceremony whereas the representatives of Sindh Revenue Board (SRB) and Punjab Revenue Authority (PRA) participated virtually through Zoom.
While addressing on the occasion, Special Assistant to Prime Minister on Revenue Dr. Waqar Masood Khan said that Signing of the document was another step towards completion of Prime Minister’s vision to make FBR fully automated. “This step will bring facilitation for taxpayers and it will help a great deal in improving the country’s position on ‘Ease of Doing Business Index’, he added. SA to PM on Revenue further added that now persons associated with businesses would only have to file one Sales Tax Return instead of many returns. He further said that this step would help bring simplification in tax system and procedure. He expressed commitment that other issues currently existing between FBR and Provincial Revenue Authorities would soon be resolved which would further bring ease for business community. The Chairman FBR expressed his views about the facilitation this MOU will provide to taxpayers and that it would lead to simplification of tax system and related procedures.

فیڈرل بور ڈ آف ریونیواور صوبائی ریونیو اتھاریٹیز نے اشیاء اور خدمات پر سیلز ٹیکس کے لئے ایک ہی گوشوارہ متعارف کرنے اور سنگل پورٹل کی تشکیل کے لئے مفاہمت کی یادداشت پر دستخط کئے۔ مفاہمت کی یادداشت کی بدولت وفاق اور صوبوں کے درمیان سیلز ٹیکس پر ہم آہنگی اور مطابقت کا حصول ممکن ہو گا۔
ایف بی آر کی طرف سے چئیرمین ایف بی آر نے مفاہمت کی یادداشت پر دستخط کئے جبکہ تمام صوبائی ریونیو اتھاریٹیز کی طرف سے ان کے سربراہان نے دستخط کئے۔خیبر پختونخواہ ریونیو اتھارٹی اور بلوچستان ریونیو اتھارٹی کے نمائیندگان تقریب میں موجود تھے جبکہ پنجاب ریونیو اتھارٹی اور سندھ ریونیو بورڈ کے نمائیندگان نے تقریب میں آن لائن شرکت کی۔
تقریب سے خطاب کرتے ہوئے وزیر اعظم کے معاون خصوصی برائے ریونیو ڈاکٹر وقار مسعو د خان نے کہا کہ ایف بی آر اور چاروں صوبائی ریونیو اتھاریٹیز کا مفاہمت کی یادداشت پر دستخط کرنا وزیر اعظم کا ایف بی آر کو مکمل طور پر خود کار بنانے کے ویثرن کی تکمیل کی طرف اہم پیشرفت ہے۔ مزید کہا کہ مفاہمت کی یادداشت ٹیکس گزاروں کو سہولیات کی فراہمی اور کاروباری آسانی کے اعشاریہ میں بہتری کی جانب ایک اہم قدم ہے کیونکہ اب کاروباری حضرات کو مختلف سیلز ٹیکس گوشوارے داخل کرنے کی بجائے صرف ایک گوشوارہ جمع کرنا ہو گا۔ اس سے ٹیکس نظام اور طریقہ کار کو بھی مزید سہل بنانے میں مدد ملے گی۔ انہوں نے کہا کہ ایف بی آر اور صوبائی ریونیو اتھاریٹیز کے درمیان دیگر تنازعات اور درپیش رکاوٹوں کو بھی جلد حل کر لیا جائے گا جس کے بعد کاروباری حضرات کے لئے کاروبار کو بڑھانا اور آسان ہو جائے گا۔چئیرمین ایف بی آر نے اس مو قع پرمفاہمت کی یادداشت کے تحت حاصل ہونے والی سہولت اور ٹیکس نظام اور طریقہ کار میں بہتری کے بارے میں بتایا۔
معاون خصوصی برائے ریونیو نے چئیرمین ایف بی آر ، تمام صوبائی ریونیو اتھاریٹیز کے ذمہ داران اور ایف بی آر کی پالیسی ونگ ٹیم کو اس سنگ میل کو عبور کرنے پر مبارک باد دی۔
