Federal Board of Revenue has launched Parliamentarians’ Tax Directory for Tax Year-2019 in a special ceremony organized at FBR (HQs), this afternoon. Federal Minister for Finance and Revenue, Shaukat Fayaz Ahmed Tarin, was the Chief Guest on this momentous occasion, who formally launched the Tax Directory after his brief address to the participants. Chairman FBR/Secretary Revenue Division, Dr. Muhammad Ashfaq Ahmed, all Members and senior officers of FBR were present on the occasion.
In his concluding remarks, Federal Minister for Finance & Revenue Shaukat Tarin congratulated FBR on the publication of Parliamentarians’ Tax Directory for Tax Year 2019. “This is yet another milestone achieved by this government for ensuring transparency and promoting tax compliance,” he remarked.
He further added that governments around the world required sufficient revenue for running the affairs of the state, such as provision of public services, social sector development and defense etc. He reiterated that there was an urgent need for a fair, equitable and transparent taxation system to build a unified and prosperous society. “For this purpose, it was necessary that the lawmakers pay their due amount of tax and, thus, set an example for others to also discharge their national obligation,” he reaffirmed.
He further explained that in pursuance of the objectives of setting high standards of transparency and promote better economic management of the tax system, the Federal Board of Revenue published the first ever tax directory of the honorable Parliamentarians for Tax Year, 2013. This was greatly appreciated by the media and the public at large. Subsequently, tax directories of Parliamentarians were also published for the tax years from 2014 to 2018, which created a sense of public awareness, motivation and transparency. This time, in line with the government’s reform agenda, special efforts have been made to render the Directory clearer and more informative, which will help not only in educating the taxpayers but also in encouraging compliance of tax laws as a national duty.
Earlier, Chairman FBR/Secretary Revenue Division in his welcome address highlighted the salient features of Parliamentarians’ Tax Directory for Tax Year-2019. He clarified that the incumbent government had decided to continue this initiative and publish Tax Directory for Tax Year, 2019 after making certain important improvements. “In the previous format, only the amount tax paid by parliamentarians was reflected which caused a lot of confusion.” Therefore, learning from the past experience and with the prior approval of the government, additional columns have been added to show the income under different categories i.e. normal, presumptive and agriculture. Likewise, last year total tax payment by an AOP was shown in which the honorable Parliamentarian was a member, this too created confusion. This year, on advice of the Cabinet, share of the parliamentarians’ tax paid by an AOP has also been shown, he continued.
At the end, Chairman FBR further explained that FBR had tried its best to minimize mistakes. However, in case of any human or technological error, the honorable parliamentarians could approach FBR for updating their tax record. He also stated that the Parliamentarians’ Tax Directory for Tax Year, 2020 would also be published in due course.
ایف بی آر کی جانب سے ٹیکس سال 2019 کیلئے پارلیمنٹرینز کی ٹیکس ڈائریکٹری کا اجراء
فیڈرل بورڈ آف ریونیو نے آج سہ پہر ایف بی آر (ہیڈکوارٹرز ) میں منعقدہ ایک خصوصی تقریب میں ٹیکس سال 2019 کے لیے پارلیمنٹرینز کی ٹیکس ڈائریکٹری کا اجراء کر دیا ۔ وفاقی وزیر خزانہ و ریونیو شوکت فیاض احمد ترین اس باوقار تقریب کے مہمان خصوصی تھے جنہوں نے شرکاء سے اپنے مختصر خطاب کے بعد ٹیکس ڈائریکٹری کا باقاعدہ آغاز کیا۔ چیئرمین ایف بی آر/سیکریٹری ریونیو ڈویژن ڈاکٹر محمد اشفاق احمد، ایف بی آر کے تمام ممبران اور اعلیٰ افسران بھی اس موقع پر موجود تھے۔
اپنے اختتامی کلمات میں وفاقی وزیر خزانہ و ریونیو شوکت ترین نے ٹیکس سال 2019 کے لیے پارلیمنٹرینز کی ٹیکس ڈائریکٹری کی اشاعت پر ایف بی آر کو مبارکباد پیش کی۔ انہوں نے کہا کہ "یہ اس حکومت کا شفافیت کو یقینی بنانے اور ٹیکس تعمیل کو فروغ دینے کے لیے ایک اور سنگ میل ہے"۔
انہوں نے مزید کہا کہ دنیا بھر کی حکومتوں کواپنے ریاستی امور جیسے عوامی خدمات کی فراہمی، سماجی شعبے کی ترقی اور دفاعی امور کو چلانے کیلئے خاطر خواہ ریونیو درکار ہوتا ہے ۔ انہوں نے اس بات کا اعادہ کیا کہ ایک متحد اور خوشحال معاشرے کی تشکیل کیلئے ایک منصفانہ ، مساوی اور شفاف ٹیکس نظام کی اشد ضرورت ہے۔"اس مقصد کے لیے ضروری تھا کہ قانون سازی کرنے والے افراد اپنا واجب الادا ٹیکس ادا کر کے دوسروں کے لیے اس قومی ذمہ داری کی بجا آوری کی ایک مثال قائم کریں۔"
انہوں نے مزید واضح کیا کہ فیڈرل بورڈ آف ریونیو نے شفافیت کے اعلیٰ معیارقائم کرنے اور ٹیکس نظام کے بہتر معاشی انتظام کو فروغ دینے کے مقصد کے تحت ٹیکس سال 2013 کے لیے معزز پارلیمنٹرینز کی پہلی ٹیکس ڈائریکٹری شائع کی تھی جسے میڈیا اور عوام کی جانب سے بڑے پیمانے پر سراہا گیا ۔ بعد ازاں 2014 سے 2018 تک کے ٹیکس سالوں کیلئے بھی پارلیمنٹیرینز کی ٹیکس ڈائریکٹریز کی اشاعت کی گئی جس سے عوام میں آگاہی، حوصلہ افزائی اور شفافیت کے احساس نے جنم لیا ۔ اس مرتبہ حکومت کے اصلاحاتی ایجنڈے کے مطابق ڈائریکٹری کو مزید واضح اور معلوماتی بنانے کیلئے خصوصی کاوشیں کی گئی ہیں، جس سے نہ صرف ٹیکس گزاروں کو آگہی دینے میں مدد ملے گی بلکہ یہ ایک قومی فرض کے طور پر ٹیکس قوانین کی تعمیل کی حوصلہ افزائی میں معاون و مددگار ہو گی ۔
قبل ازیں چیئرمین ایف بی آر/سیکریٹری ریونیو ڈویژن نے اپنے استقبالیہ خطاب میں پارلیمنٹرینز ٹیکس ڈائریکٹری برائے ٹیکس سال 2019 کے نمایاں خدوخال واضح کئے ۔ انہوں نے واضح کیا کہ موجودہ حکومت نے چند اہم اصلاحات کرنے کے بعد اس اقدام کو جاری رکھنے اور ٹیکس سال 2019 کے لیے ٹیکس ڈائریکٹری شائع کرنے کا فیصلہ کیا ہے۔ "پچھلے فارمیٹ میں صرف پارلیمنٹیرینز کی طرف سے ادا کردہ ٹیکس رقم کی عکاسی کی گئی تھی جس میں کافی ابہام پائے جاتے تھے ۔" لہٰذا ماضی کے تجربے سے سبق سیکھتے ہوئے اور حکومت کی پیشگی منظوری سے مختلف زمرہ جات کے تحت آمدنی ظاہر کرنے کے لیے عمومی، مفروضہ اور زراعت جیسے اضافی کالم شامل کیے گئے ہیں ۔ اسی طرح گزشتہ سال اے او پی کی طرف سے ٹیکس کی کل ادائیگی ظاہر کی گئی جس کے ممبر معزز رکن پارلیمنٹ تھے اور اس سے بھی کافی ابہام پیدا ہوا ۔ اس سال کابینہ کے مشورے پراے او پی کی طرف سے ادا کیے گئے پارلیمنٹرینز کے ٹیکس کا شیئر بھی واضح گیا ہے ۔ آخر میں چیئرمین ایف بی آر نے مزید وضاحت کی کہ ایف بی آر نے غلطیوں کو کم کرنے کی پوری کوشش کی ہے ۔ تاہم کسی انسانی خطا یا تکنیکی خرابی کی صورت میں معزز اراکین پارلیمنٹ اپنے ٹیکس ریکارڈ کو اپ ڈیٹ کرنے کیلئے ایف بی آر سے رجوع کر سکتے ہیں۔ انہوں نے مزید کہا کہ پارلیمینٹیرینز ٹیکس ڈائریکٹری برائے ٹیکس سال 2020 کا اجراء بھی جلد کر دیا جائےگا۔
