An Agreement on cooperation and mutual assistance in customs matters has been signed in Dushanbe, Tajikistan. Mr. Imran Haider, Ambassador of the Islamic Republic of Pakistan to Tajikistan and Mr. Karimzoda K. Chairman, Customs Service, Republic of Tajikistan signed the said agreement on behalf of their respective governments.
The provisions of this Agreement were finalized after exchange of detailed information/ comments between Pakistan Customs and Tajikistan Customs and getting approvals by both the governments. In order to ensure prompt implementation of the said provisions, Pakistan Customs authorized (through Ministry of Foreign Affairs) Pakistan’s Ambassador to Tajikistan to sign this Agreement on behalf of Federal Board of Revenue, Government of Pakistan.
The said agreement would promote co-operation between the Customs authorities of the two countries through exchange of customs-related information. Important information – that would be exchanged between both countries – pertains to goods and passengers; prevention and investigation of offences against Customs legislation; illicit traffic of narcotic drugs; enforcement of customs laws; research and development; enhanced / mutual foreign direct investments; promotion of exports between both countries. This would go a long way in ensuring optimum trade facilitation / security for the bilateral / transit trade between both countries and would tangibly reduce the cost of doing business for the importers / exporters from both countries. It is yet another milestone in the growing bi-lateral relations between Tajikistan and Pakistan. The agreement also reflects the will of the leadership in both countries to further re-enforce friendly relations.
This agreement will ensure requisite international cooperation for achievement of stated/ strategic objectives for greater economic integration with the regional/international countries and diversification of Pakistan’s international trade. To this effect, Pakistan Customs, Federal Board of Revenue has already signed Customs Mutual Cooperation Agreements with, inter-alia, Afghanistan, Turkey, Iran, United Arab Emirates and USA. Pakistan Customs is actively pursuing finalization of such Agreements with South Korea, ASEAN Countries, Saudi Arabia, Russia and European Union as well.
Before the signing ceremony, the Chairman of the Customs Service under the Government of the Republic of Tajikistan welcomed the Ambassador of the Islamic Republic of Pakistan H.E. Mr. Imran Hayder and the latter expressed his gratitude for the close cooperation of Tajikistan in customs matters and noted that the Government of Pakistan and Pakistan Customs are always ready to enhance the economic and trade cooperation with Tajikistan.
ایف بی آر کا تاجکستان کے ساتھ اہم اور تاریخی کسٹمز تعاون کا معاہدہ
کسٹمز امور میں تعاون اور باہمی معاونت کے معاہدے پر تاجکستان کے شہر دوشنبے میں دستخط ہوئے۔ تاجکستان میں پاکستان کے سفیر جناب عمران حیدر اور تاجکستان کی کسٹمز سروس کے چیئرمین جناب کریم زودا نے اپنی اپنی حکومتوں کی جانب سے معاہدے پر دستخط کئے۔
معاہدے کی دفعات کو پاکستان کسٹمز اور تاجکستان کسٹمز کے درمیان تفصیلی معلومات و آراء کے تبادلے اور دونوں حکومتوں کی منظوری کے بعد حتمی شکل دی گئی۔ معاہدے پر فوری عملدرآمد یقینی بنانے کے لئے پاکستان کسٹمز کی جانب سے وزارت خارجہ کے ذریعے تاجکستان میں پاکستان کے سفیر کو فیڈرل بورڈ آف ریونیو، حکومت پاکستان کی نمائندگی کرتے ہوئے اس پر دستخط کرنے کی ذمہ داری سونپی گئی۔
پاکستان اور تاجکستان کے درمیان اس معاہدے سے دونوں ملکوں کے کسٹمز حکام کے درمیان معلومات کے تبادلے سے باہمی تعاون کو فروغ ملے گا۔ معاہدے کے تحت کسٹمز قوانین سے متعلق جرائم کی روک تھام و تحقیقات، منشیات کی سمگلنگ، کسٹمز قوانین کے نفاذ، تحقیق و ترقی، براہ راست غیرملکی سرمایہ کاری میں اضافے او ر دونوں ملکوں کے درمیان برآمدات کے فروغ کے سلسلے میں اہم معلومات کا تبادلہ کیا جائے گا۔ اس سے تجارت کو حتی الوسع حد تک باسہولت بنانے اور دوطرفہ اور ٹرانزٹ تجارت کی سکیورٹی یقینی بنانے میں بھرپور مدد ملے گی اور دونوں ملکوں کے درآمد کنندگان و برآمد کنندگان کے کاروباری اخراجات میں نمایاں کمی آئے گی۔ یہ معاہدہ پاکستان اور تاجکستان کے درمیان بڑھتے ہوئے دوطرفہ تعلقات میں اہم سنگ میل کی حیثیت رکھتا ہے اور ان دوستانہ تعلقات کو مزید مضبوط بنانے کے لئے دونوں ممالک کی قیادت کے پختہ عزم کی عکاسی کرتا ہے۔
معاہدے کا مقصد علاقائی سطح پر اور دنیا بھر کے ممالک کے ساتھ بین الاقوامی سطح پر بہتر معاشی انضمام اور پاکستان کی بین الاقوامی تجارت کو وسعت دینے کے سٹریٹجک مقاصد کے حصول کے لئے بین الاقوامی تعاون یقینی بنانا ہے۔ اس سلسلے میں پاکستان کسٹمز، فیڈرل بورڈ آف ریونیو نے افغانستان، ترکی، ایران، متحدہ عرب امارات اور امریکہ سمیت کئی ممالک کے ساتھ کسٹمز امور پر باہمی تعاون کے سمجھوتوں پر دستخط کئے ہیں۔ جنوبی کوریا، آسیان ممالک، سعودی عرب، روس اور یورپی یونین سمیت کئی دیگر ممالک کے ساتھ ان سمجھوتوں کو حتمی شکل دی جا رہی ہے۔
معاہدے پر دستخط کی تقریب سے پہلے تاجکستان کی کسٹمز سروس کے چیئرمین نے پاکستانی سفیر جناب عمران حیدر کا پرتپاک خیرمقدم کیا۔ معاہدے کے بعد پاکستانی سفیر نے کسٹمز امور میں تاجکستان کے بھرپور تعاون پر ان کا شکریہ ادا کیا اور یقین دلایا کہ پاکستان کسٹمز، تاجکستان کے ساتھ اقتصادی و تجارتی تعاون بڑھانے کے لئے ہمہ وقت تیار ہے۔
