Like every year before, Pakistan Customs (FBR) celebrated International Customs Day, 2022 by holding a dignified ceremony at Customs House, Peshawar on 26th January, 2022. World Customs Organization (WCO) selected the slogan “Scaling up Customs Digital Transformation by Embracing a Data Culture and Building a Data Ecosystem” as this year’s theme. Chairman FBR/Secretary Revenue Division Dr. Muhammad Ashfaq Ahmed graced the occasion as the chief guest. The event was attended by a large number of dignitaries, Ambassadors, Parliamentarians, Federal Secretaries, senior officers of Pakistan Customs, businessmen and media representatives.
The ceremony commenced with the Guard of Honor which was presented to the honorable chief guest by an impressive contingent, drawn from officers and officials of Pakistan Customs, led by Collector Customs Enforcement, Peshawar. The welcome speech was delivered by Syed Muhammad Tariq Huda, Member Customs (Operations), (FBR (HQs), Islamabad. Welcoming the chief guest and other dignitaries, he briefly highlighted the overall performance and achievements of Pakistan Customs, during the course of previous year. He further informed the audience that Pakistan Customs remains at the frontline at borders, seaports, airports, and on the highways to safeguard our country from the menace of smuggling of contrabands, drugs, currency, liquor, pornography etc. “We lead our country’s efforts in combating commercial cargo smuggling to protect our industry and hence secure jobs. It is on the strength of this protection and growth in our industry, that we can dream of a Pakistan where exports become the mainstay of our GDP bringing forth precious foreign exchange to satisfy our growing import demands,” he explained. He expressed his pleasure by stating that Pakistan Customs had been able to thwart smuggling to a considerable amount with the help of other law enforcement agencies, which was a huge challenge for the country.
Chairman FBR/Secretary Revenue Division, Dr. Muhammad Ashfaq Ahmed extended his heartfelt felicitations to the Customs fraternity on International Customs Day. “This year’s theme on International Customs Day is not only in line with the initiatives that have already been undertaken by Pakistan Customs, but is what FBR constantly strives for,” he remarked. He further continued that Customs’ role was constantly evolving and Pakistan Customs had been up to the mark in responding to the changing nature of border management. “Pakistan Customs is serving as the guardian of Pakistan’s borders against the movement of contraband goods, as well as, a major revenue contributing agency,” he added.
Pakistan Customs is handling legitimate annual trade worth more than US$ 80 billion. During the financial year 2020-21, Pakistan Customs has shown growth of 20% in collection of Customs Duty, besides, collecting 45% of the total revenue collected by FBR under the head of all duties and taxes at import stage. During the first six months of current financial year, in addition to showing growth of 45% in collection of customs duty, Pakistan Customs has collected at import stage 51% of the total revenue collected by FBR.
While mentioning about the landmark initiative “Pakistan Single Window”, Chairman FBR stated that after completion, this project would integrate 74 plus government entities and Port communities into a single platform which would be a gigantic step towards import/export facilitation and a game changer for trade facilitation in the region.
For further facilitation of ever increasing volume of international trade, Compliance Risk Management (CRM) Regime has also been strengthened. The CRM regime is the management of compliant and non-complaint traders based on risk evaluation criteria. It has been successfully implemented across Pakistan and covers all types of air, land and sea borne cargoes. At the front-end, the CRM is dependent on automated Risk Management System (RMS) for swift clearances; whereas at the back-end, Directorate General of Post Clearance Audit has been established to help undertake audits to prevent tax evasion without holding cargos at ports and borders.
“Its effective implementation has enabled Pakistan Customs to raise ratio of low risk cargo through green channel this year from 44% to 54% in imports and from 75% to 85% in exports; and contributed towards improvement of Pakistan’s global ranking under World Bank’s Ease of Doing Business survey from 171 in the year 2016 to 111 in 2020 under trading across border indicators,” He highlighted. Chairman FBR further elaborated that Pakistan Customs has also been collaborating with international counterparts to foster a collaborative culture amongst customs administrations.
Pakistan Customs being the lead anti-smuggling agency is working proactively to curtail smuggling besides fulfilling its international obligations to stop the movement of illicit goods. Recently adopted counter-smuggling governance model is an excellent example of interagency co-operation which has yielded positive results, thereby boosting government revenue on import stage and local industrialization. While concluding his speech, Chairman FBR hoped that Pakistan Customs would continue its efforts to follow the guidelines of WCO to bring advance technologies to integrate and secure its operations while facilitating all stake holders.
Earlier, meritorious certificates were also distributed by the Chief Guest amongst the best performing officers of Pakistan Customs.

ہر سال کی طرح پاکستان کسٹمز (ایف بی آر) نے ورلڈ کسٹمز ڈے 2022 کے موقع پر 26 جنوری 2022 کو کسٹمز ہاؤس، پشاور میں ایک پروقار تقریب کا انعقاد کیا۔ ورلڈ کسٹمز آرگنائزیشن نے اس سال کا سلوگن "ڈیٹا کلچر کو اپناتے ہوئے اور ڈیٹا ایکوسسٹم کی تشکیل سے کسٹمز کی ڈیجیٹل تبدیلی کا فروغ " تھیم کے طو رپر منتخب کیا ہے ۔ چیئرمین ایف بی آر/سیکریٹری ریونیو ڈویژن ڈاکٹر محمد اشفاق احمد اس موقع پر مہمان خصوصی تھے۔ تقریب میں بڑی تعدا دمیں معززین، سفیر، ارکان پارلیمنٹ، وفاقی سیکرٹریز، پاکستان کسٹمز کے سینیئرافسران، تاجران اور میڈیا نمائندگان نے شرکت کی۔
تقریب کے آغاز میں کلیکٹر کسٹمز انفورسمنٹ، پشاور کی قیادت میں پاکستان کسٹمز کے افسران اور اہلکاروں کے دستے نے معزز مہمان خصوصی کو گارڈ آف آنر پیش کیا۔ استقبالیہ کلمات سید محمد طارق ہدا، ممبر کسٹمز (آپریشنز)، (ایف بی آر (ہیڈکوارٹرز)، اسلام آباد نے پیش کیے۔مہمان خصوصی اور دیگر معززین کا خیرمقدم کرتے ہوئے، انہوں نے گزشتہ سال کے دوران پاکستان کسٹمز کی مجموعی کارکردگی اور کامیابیوں پر مختصراً روشنی ڈالی۔ انہوں نے سامعین کو مزید بتایا کہ پاکستان کسٹمز بارڈر، بندرگاہوں، ائیر پورٹس اور شاہراہوں پر مستعدی کے ساتھ خدمات سر انجام دے رہا ہے تا کہ ملک سے ممنوعہ اشیاء ، منشیات ، کرنسی ، شراب اور پورنو گرافی کی سمگلنگ کا تدارک ہو سکے۔انہوں نے کہا کہ پاکستان کسٹمز کمرشل کارگو سمگلنگ کی رو ک تھام کو یقنی بنا کر ملکی صنعت اور اس سے منسلک نو کریوں کو محفوظ بنانے میں مصروف عمل ہے۔انہوں نے کہا کہ پاکستان کسٹز کی کاوشوں سے ملکی برآمدات اور زر مبادلہ میں اضافہ ہو گا جو کہ درآمدات کی بڑھتی ہوئی ڈیمانڈ کو پورا کرنے میں استعمال ہو سکے گا۔انہوں نے مسرت کا اظہار کیا کہ پاکستان کسٹمز دوسرے قانون نافذ کرنے والے اداروں کے ساتھ ملکر سمگلنگ کی روک تھام کو کامیابی سے یقنی بنا رہا ہے۔
تقریب کے مہمان خصوصی چیئرمین ایف بی آر/سیکریٹری ریونیو ڈویژن ڈاکٹر محمد اشفاق احمد نے کسٹمز کے عالمی دن پر کسٹمز برادری کو دلی مبارکباد پیش کی۔ انہوں نے کہا کہ "اس سال ورلڈ کسٹمز ڈے کا تھیم نہ صرف ان اقدامات کے عین مطابق ہے جن کا آغاز پاکستان کسٹمز کی جانب سے پہلے سے ہی کیا جا چکا ہے اور ایف بی آر ان کے حصول میں مسلسل مصروف عمل ہے۔" انہوں نے مزید کہا کہ کسٹمز کا کردار مسلسل پھل پھول رہا ہےاور پاکستان کسٹمز بارڈر مینجمنٹ کی بدلتی ہوئی نوعیت کا رد عمل دینے میں پیش پیش رہا ہے ۔ انہوں نے مزید کہا کہ پاکستان کسٹمز ممنوعہ اشیاء کی نقل و حرکت کے خلاف پاکستان کی سرحدوں کے محافظ کے طور پرفعال ہے اور اس کے ساتھ ساتھ ملکی آمدنی میں حصہ ڈالنے والا ادارہ ہے ۔
پاکستان کسٹمز 80 ارب امریکی ڈالر سے زائد کی قانونی سالانہ تجارت کو سنبھال رہا ہے۔ مالی سال2020-21 کے دوران، پاکستان کسٹمز نے کسٹمز ڈیوٹی کی وصولی میں 20 فیصد اضافہ حاصل کیا اور اس کے علاوہ ایف بی آر کی طرف سے درآمدی مرحلے پر ڈیوٹیزاور ٹیکسز کی مد میں اکٹھا کیا گیا 45 فیصد ریونیو حاصل کیا ہے ۔ رواں مالی سال کے پہلے چھ ماہ کے دوران کسٹم ڈیوٹی کی وصولی میں 45 فیصد اضافے کے علاوہ پاکستان کسٹمز نے ایف بی آر کی طرف سے اکٹھا کئے گئے کل محصولات کا 51 فیصد درآمدی مرحلے پر وصول کیا ہے۔
"پاکستان سنگل ونڈو" کے تاریخی اقدام کو واضح کرتے ہوئے چیئرمین ایف بی آر نے کہا کہ پاکستان سنگل ونڈو پراجیکٹ مکمل ہونے کے بعد 74 سے زائد سرکاری اداروں اور پورٹ کمیونٹیز کو ایک پلیٹ فارم میں ضم کر دے گا جو درآمدات و برآمدات کی سہولت اورخطے میں تجارتی سہولت کی جانب ایک انقلابی ا قدام ہو گا۔
بین الاقوامی تجارت کے بڑھتے ہوئے حجم کو مزید با سہولت بنانے کے لیے کمپلائنس رسک مینجمنٹ (CRM) نظام کو بھی مضبوط کیا گیا ہے۔ سی آر ایم کا کام رسک کی جانچ پڑتال کے معیار پر مبنی تعمیل اور عدم تعمیل کرنے والے تاجروں کو منظم کرنا ہے۔ اسے پورے پاکستان میں کامیابی کے ساتھ نافذ العمل کیا گیا ہے اور یہ ہر قسم کے ہوائی، زمینی اور سمندری کارگوز کا احاطہ کرتا ہے۔ فرنٹ اینڈ پر سی آر ایم تیزی سے کلیئرنس کے لیے خودکار رسک مینجمنٹ سسٹم (RMS) پر انحصار کرتا ہے۔ جبکہ بیک اینڈ پر، ڈائریکٹوریٹ جنرل آف پوسٹ کلیئرنس آڈٹ قائم کیا گیا ہے تاکہ بندرگاہوں اور سرحدوں پر کارگو چھوڑے بغیر ٹیکس چوری کی روک تھام کیلئے آڈٹ کرنے میں معاونت ملے ۔
"اس کے مؤثر نفاذ سے پاکستان کسٹمز اس سال گرین چینل کے ذریعے کم رسک کے حامل کارگو کا تناسب درآمدات میں 44فیصد سے 54فیصد اور برآمدات میں 75فیصد سے 85فیصد تک بڑھانے کے قابل ہواہے اور عالمی بینک کے کاروباری آسانی کے سروے کے مطابق ، سرحد پار تجارتی اعشاریوں کے تحت پاکستان کی عالمی درجہ بندی کو 2016 میں 171 سے 2020 میں 111 تک بڑھانے میں اہم کردار ادا کیا ہے ۔
چیئرمین ایف بی آر نے مزید بتایا کہ پاکستان کسٹمز اور بین الاقوامی کسٹمز کے اداروں کے مابین باہمی تعاون کے کلچر کو فروغ مل رہا ہے۔
انسداد اسمگلنگ کا اہم ادارہ ہونے کے ناطے پاکستان کسٹمز غیر قانونی سامان کی نقل و حرکت کو روکنے کے لیے اپنی بین الاقوامی ذمہ داریوں کو پورا کرنے کے ساتھ ساتھ اسمگلنگ کو روکنے کے لیے سرگرم عمل ہے۔ حال ہی میں اپنایا گیا انسداد اسمگلنگ گورننس ماڈل انٹرایجنسی تعاون کی ایک عمدہ مثال ہے جس کے مثبت نتائج اخذ ہوئے ہیں، اس طرح درآمدی مرحلے اور مقامی صنعت کاری پر حکومتی محصولات میں اضافہ ہوا ہے۔اپنی تقریر کے اختتام پر چیئرمین ایف بی آر نے اس امید کا اظہار کیا کہ پاکستان کسٹمز تمام اسٹیک ہولڈرز کو سہولت فراہم کرتے ہوئے اپنے آپریشنز کو مربوط اور محفوظ بنانے کی خاطر ایڈوانس ٹیکنالوجیز لانے کے لیے ڈبلیو سی او کے رہنما اصولوں پر عمل پیرا ہونے میں کوشاں رہے گا ۔
قبل ازیں مہمان خصوصی نے پاکستان کسٹمز کے بہترین کارکردگی کا مظاہرہ کرنے والے افسران میں تعریفی اسناد بھی تقسیم کیں۔
