Qasim Raza Khan

Qasim Raza is an officer of the Inland Revenue Service of Pakistan. He has a rich and diversified experience of serving in leadership and strategic roles both in the private as well as public sectors. He has a comprehensive knowledge of tax laws and government procedures with a special interest in institutional reforms through use of Information Technology. During his career, besides implementation of tax laws, he gained experience of working on development projects in the areas of policy, operations and automation. 
 
He started his career as a banker and subsequently joined the Inland Revenue service (erstwhile Income Tax Group) in 1994. Since joining the service, he has worked in a variety of positions both within and outside the department. His departmental experience spans over various operational field assignments starting from Assistant Commissioner Inland Revenue upto the level of Chief Commissioner Inland Revenue. In between, he has also served in the FBR Headquarters as Second Secretary (Tax Policy), Secretary (Tax Reforms), Chief (Legal) & Director General (Revenue Analysis). During his tenure as Chief (Legal) he conceptualized and spearheaded the design and development of a software for litigation management. 
 
In addition to gaining valuable knowledge and experience of the tax collection laws and tax administration, his exposure in other organizations has further added to his skills and vision. In his role as Additional Director in National Accountability Bureau he was part of the team that formulated the National Anti-Corruption Strategy; as Director (Information Technology) in Capital Development Authority Islamabad he introduced several I.T related initiatives including computerization of financial transactions; as Director General in Board of Investment he held the portfolio of Investment marketing and establishment of Special Economic Zones. He is a Diplomaed Associate of Institute of Bankers, Pakistan. He has an LLB from Punjab University, Pakistan and an LLM from Osgoode Hall Law School of York University, Canada.
