Islamabad, March 10, 2026: A delegation of the Gujranwala Chamber of Commerce & Industry (GCCI), led by its President Muhammad Ali Hamayoun Butt, called on Rashid Mahmood Langrial, Chairman of the Federal Board of Revenue (FBR), to discuss issues and challenges faced by the business community of Gujranwala.
Senior officers of the FBR, including Member (IR–Operations), Member (IR–Policy), Member (Customs–Policy), Chief (F&C) were also present during the meeting.
During the interaction, the GCCI delegation apprised the Chairman FBR of a range of concerns confronting the business community at both policy and operational levels. The delegation particularly highlighted matters relating to tax refunds, super tax installments, and other operational challenges affecting businesses.
Responding to the issues raised, the Chairman FBR informed the delegation that tax policy formulation has been transferred to the Ministry of Finance, whereas the mandate of the FBR is primarily confined to implementation and operational aspects of tax administration.
The Chairman assured the delegation that their concerns would be examined with due consideration. He directed the relevant wings of the FBR to review the issues raised and respond appropriately to address the difficulties faced by the business community at the earliest possible stage.
The Chairman FBR assured the GCCI delegation that legitimate refunds will be issued on completion of the due process and codal formalities. He further emphasized that while implementing tax policies, due consideration shall be given to the legitimate hardships faced by the business community, while reiterating that all taxes legally due would be recovered strictly in accordance with the law.
The Chairman FBR also assured the delegation that no official of the FBR would be allowed to create undue difficulties or seek any favour from taxpayers. He encouraged the business community to identify and report any corrupt elements within the FBR system with credible evidence, assuring that strict disciplinary action would be taken against those found involved in corrupt practices.
The delegation also comprised Mr. Saad Jamil Isfani, Senior Vice President GCCI; Mr. Faisal Sattar Mughal, Vice President GCCI; Mr. Asfand Yar, Secretary General GCCI; Mr. Mahr Ikram Raza; and Mr. Shawaiz Bin Ahmed.

اسلام آباد، 10 مارچ 2026: گوجرانوالہ چیمبر آف کامرس اینڈ انڈسٹری کے ایک وفد نے فیڈرل بورڈ آف ریونیو كے چیئرمین راشد محمود لنگڑیال سے ملاقات کی اور گوجرانوالہ کی کاروباری برادری کو درپیش مسائل اور چیلنجز پر تبادلہ خیال کیا۔ وفد كی قیادت جی سی سی آئی كے صدرمحمد علی ہمایون بٹ كررہے تھے ۔ اس موقع پر ایف بی آر كے سینیر افسران ممبر (آئی آر۔آپریشنز)، ممبر (آئی آر۔پالیسی)، ممبر (کسٹمز۔پالیسی) اور چیف (ایف اینڈ سی) بھی موجو د تھے۔
ملاقات کے دوران جی سی سی آئی کے وفد نے چیئرمین ایف بی آر کو پالیسی اور آپریشنل سطح پر کاروباری برادری کو درپیش مختلف مسائل سے آگاہ کیا۔ وفد نے بالخصوص ٹیکس ریفنڈز، سپر ٹیکس کی اقساط اور کاروباری سرگرمیوں کو متاثر کرنے والے دیگر آپریشنل چیلنجز سے متعلق امور کو اجاگر کیا۔
اٹھائے گئے نکات کے جواب میں چیئرمین ایف بی آر نے وفد کو بتایا کہ ٹیکس پالیسی کی تشکیل اب وزارتِ خزانہ کو منتقل کر دی گئی ہے، جبکہ ایف بی آر کا دائرہ کار بنیادی طور پر ٹیکس پالیسی كے اطلاق اور آپریشنل امور تک محدود ہے۔
چیئرمین نے وفد کو یقین دلایا کہ ان کے خدشات کا سنجیدگی سے جائزہ لیا جائے گا۔ انہوں نے ایف بی آر کے متعلقہ شعبوں کو ہدایت کی کہ اٹھائے گئے مسائل کا جائزہ لے کر مناسب حل تجویز كیا جائے تاکہ کاروباری برادری کو درپیش مشکلات کو جلد از جلد دور کیا جا سکے۔
چیئرمین ایف بی آر نے جی سی سی آئی کے وفد کو یقین دہانی کرائی کہ قانونی تقاضوں اور ضروری کارروائی مکمل ہونے پر ٹیکس ریفنڈز جاری کر دیے جائیں گے۔ انہوں نے زور دے كركہا کہ ٹیکس پالیسیوں کے نفاذ کے دوران کاروباری برادری کو درپیش حقیقی مشکلات کو بھی مدِنظر رکھا جایے گا تاہم یہ بھی واضح کیا کہ جو ٹیکس قانونی طور پر واجب الادا ہیں اُن كی وصولی كو یقینی بنایا جاءے گا ۔
چیئرمین ایف بی آر نے وفد کو اس بات کی یقین دہانی بھی کرائی کہ ایف بی آر کا کوئی بھی اہلكار ٹیکس دہندگان کے لیے بلاجواز مشکلات پیدا کرنے یا کسی قسم کی رعایت طلب کرنے کا مجاز نہیں ہے۔ انہوں نے کاروباری برادری سے کہا اگر ایف بی آر کے نظام میں کسی بدعنوان عنصر کی نشاندہی ٹھوس شواہد کے ساتھ کی جائے تو بدعنوانی میں ملوث افسران و اہلکاروں کے خلاف سخت تادیبی کارروائی عمل میں لائی جائے گی۔
وفد میں گوجرنوالہ چمبر کے سینئر نائب صدر جی سعد جمیل اصفہانی ، نایب صدر فیصل ستار مغل ، سیکریٹری جنرل اسفند یار ، مسٹر مہر اکرام ور مسٹر شا ویز بن احمد بھی شامل تھے۔
