Charter Of Functions

The Directorate General of Transit Trade shall be responsible for enforcement of all transit trade agreements, laws and procedures through the respective Regional Directorates and the concerned Collectorates. It shall also supervise the functioning of these regional Directorates, furnish policy input to the Board on matters relating to transit trade and maintain liaison with all stakeholders.

The following are the functions assigned to the respective Regional Directorates:

Director, Directorate Of Transit Trade, Karachi

The jurisdiction of this Directorate extends to all Customs matters relating to transit and allied functions in respect of the Province of Sindh including Port of Karachi, Port Muhammad Bin Qasim, Quaid-e-Azam International Airport, Karachi covering inter alia the following functions and Customs matters:-

  1. Processing, examination, clearance, and allied matters relating to transit goods including bulk oil in transit;
  2. The reconciliation of transit data regarding arrival, clearance and cross-border of transit cargo;
  3. Association in development, updation and enhancement of MIS functions;
  4. Recovery of any judged amounts;
  5. Licensing of transport operators for transit goods;
  6. Personnel management;
  7. Handling of legal matters arising in consequence of processing, movement and clearance of transit cargo;
  8. Coordination with all stakeholders for operational purposes;
  9. Business process re-engineering;
  10. Transit trade facilitation and redressal of complaints; and
  11. Any other function assigned by the Federal Board of Revenue from time to time.

Director, Directorate Of Transit Trade, Quetta:

The jurisdiction of this Directorate extends to all Customs matters relating to transit and allied functions in respect of the Province of Balochistan including the Customs-stations, seaports and airports, and the Provincially Administered Tribal Areas (PATA) of Balochistan covering inter alia the following functions and Customs matters:-

  1. Processing, examination, clearance and allied matters relating to transit goods including bulk oil in transit;
  2. The reconciliation of transit data regarding arrival, clearance and cross-border of transit cargo;
  3. Association in development, updation and enhancement of MIS functions;
  4. Recovery of any adjudged amounts;
  5. Issuance of Temporary Admission Documents (TAD) for entry and regulation of Afghan vehicles operating through Chaman border;
  6. Personnel management;
  7. Handling of legal matters arising in consequence of processing, movement and clearance of transit cargo;
  8. Coordination with all stakeholders for operational purposes;
  9. Business process re-engineering;
  10. Transit trade facilitation and redressal of complaints; and
  11. Any other function assigned by the Federal Board of Revenue from time to time.

Director, Directorate Of Transit Trade, Peshawar

The jurisdiction of this Directorate extends to all Customs matters relating to transit and allied functions in respect of the Province of Khyber Pakhtoonkhwa including the Cutoms-stations and airport, the Provincially Administered Tribal Areas (PATA) thereof, and the Federal Administered Tribal Area (FATA) covering inter alia the following functions and Customs matters:-

  1. Processing, examination, clearance and allied matters relating to transit goods including bulk oil in transit;
  2. The reconciliation of transit data regarding arrival, clearance and cross-border of transit cargo;
  3. Association in development, updation and enhancement of MIS functions;
  4. Recovery of any adjudged amounts;
  5. Issuance of Temporary Admission Documents (TAD) for entry and regulation of Afghan vehicles operating through Torkham border;
  6. Personnel management;
  7. Handling of legal matters arising in consequence of processing, movement and clearance of transit cargo;
  8. Coordination with all stakeholders for operational purposes;
  9. Business process re-engineering;
  10. Transit trade facilitation and redressal of complaints; and
  11. Any other functions assigned by the Federal Board of Revenue from time to time.

The jurisdiction for all Customs matters relating to transit and allied functions in respect of the province of Punjab and the area of Gilgit-Baltistan shall be exercised by the respective Collectorates of Customs, as per their notified area of responsibility.
