Facilitation and Taxpayer Education (FATE) Team - Job Description

1.Member FATE
 

 

 

Mr. Mustafa Sajjad Hassan a (BS-21)  officer  of  Inland  Revenue Service  is responsible for:

Facilitate and Educate taxpayers through development and execution of Media Campaigns on operational and policy matters of FBR
Conduct Awareness Campaigns, Conferences, Workshops, Seminars, etc. for taxpayers
Management of printing and distribution of tax statutes;
Monitoring contact center
Manage and update FBR’s official website
Comply with the provisions of Right to Information Act, 2017 (Previously Freedom of Information Ordinance, 2002)
Process taxpayers’ grievances under Section 7 of FBR Act,2007
Disseminate explanatory literature, brochures
Monitoring of Prime Minister Complaint Cell (i.e. part of Performance Management Delivery Unit) in FBR
Exercise powers and perform functions of Board under the income tax ordinance 2001 as delegated by board
Perform any other duty or task assigned by the Chairman FBR

2.Chief FATE
 

Ms. Tehmina Aamer a (BS-20)  officer  of  Inland  Revenue Service  is responsible for:

 

  • Overall Supervision of FATE Wing’s functions pertaining to Taxpayers’ facilitation and education
  • Monitoring the process of Taxpayers’ representations made to the Chairman, FBR, u/s 7 of the FBR Act, 2007
  • Comply with the provisions of Right to Information Act, 2017 (Previously Freedom of Information Ordinance, 2002)
  • To keep liaison with the Webmaster on daily basis for regular updating of FATE Wing and to assist the Webmaster in overall re-vamping the website
  • Monitoring and coordination for updating FBR website
  • To assist and coordinate with Secretary (FATE) in preparation, updating and printing of brochures and Tax statutes
  • Management of Contact Centre ensuring that the calls and queries of taxpayers are adequately addressed
  • To re-direct the queries that need a detailed reply to the nominated officers in various line Wings
  • Monitoring the performance of Contact Centre staff ensuring that best possible service delivery to the Taxpayers
  • Monitoring of Prime Minister Complaint Cell (i.e. part of Performance Management Delivery Unit) in FBR
  • Any other assignment given by Member (FATE)

3.Secretary (FATE-Direct Taxes)

 

Mr. Muhammad Alam Zaib Khan a (BS-19)  officer  of  Inland  Revenue Service. 

Responsibilities:-

• Preparation of Tax Facilitation Brochures (Direct Taxes & Indirect Taxes) and updating and printing of Tax statutes.
• Distribution of Tax Facilitation Brochures, updated Tax statutes to Tax Bar Associations, Business & Trade Bodies and various field offices of FBR country-wide.
• Investigating the taxpayers’ representations relating to the Direct Taxes & Indirect Taxes, made to the Chairman, FBR, u/s 7 of the FBR Act, 2007.
• Responding to cases of Right to Information Act, 2017 (Previously Freedom of Information Ordinance, 2002).
• Any other assignment given by Member (FATE).

4.Secretary (FATE-Indirect Taxes)
 


Responsibilities:-

  • Preparation of initial drafts of Tax Facilitation Brochures (Indirect Taxes) and suggest improvements/changes/modifications in Sales Tax/Customs Forms, Sales Tax Act, 1990, Sales Tax Rules, Customs Act, 1969, Customs Rules, etc.

  • Attending to the taxpayer’s queries at FBR Helpline and if required, redirecting the same for detailed replies, to the nominated officers of various FBR Wings.

  • Investigating the taxpayers’ representations relating to the Indirect Taxes, made to the Chairman, FBR, u/s 7 of the FBR Act, 2007.

  • Any other assignment given by Member (FATE).
     

 

5.Secretary (Public Relations)
 

 

Responsibilities:-

    • Issuance of Press Releases/Clarifications/Rebuttals/Revenue Collection Figures and Policy Decisions conveyed by the Official Spokesperson of FBR (HQs) to the Print and Electronic Media.
    • Corresponding and coordinating with various Wings of FBR (HQs) for issuance of press releases or clarification.
    • Liaison with Press Information Department, Islamabad and its Provincial Offices to arrange media coverage of FBR events and programs.
    • Arranging and Coordinating Interviews, Press Briefings and Press Conferences of Chairman, FBR and other Members of FBR for Print
      and Electronic Media.
    • Any other assignment given by Member (FATE).

6.Second Secretary (Helpline)

 


Responsibilities:-

  • Responding to calls and queries of taxpayers through e-mails, faxes and letters pertaining to Direct Taxes.

  • To re-direct the queries that need a detailed reply of the nominated officers in various line Wings.

  • Maintain record of all the queries directly responded by him and queries redirected to the nominated officers.

  • To follow-up the re-directed queries till a satisfactory reply is sent to the taxpayers.

  • To maintain Files SROs, Circulars, Clarifications, Publications and Advertisements, etc. issued by the Direct Tax Wing.

  • To prepare FAQs on the basis of queries received.

  • To keep liaison with the Webmaster on daily basis for regular updating of FATE Wing and to assist the Webmaster in overall re-vamping the website.

  • Monitoring and coordination for updating FBR website.

  • To assist and coordinate with Secretary (FATE-DT) in preparation, updating and printing of brochures, Income Tax Ordinance and Rules/Forms.

  • Any other assignment given by Member (FATE).

7.Second Secretary (Public Relations)
   
 

Responsibilities:-

  • Keeping liaison with Print & Electronic Media and Advertising Agencies on FBR Panel for Planning, Media Buying, execution of smooth and effective Advertising Campaigns and day-to-day advertising needs of FBR Headquarters.

  • Providing Branding solutions for FBR (HQ)’s functions and events i.e. banners, backdrops, giveaways, shields, Press Kits, still and video coverage, etc.

  • Designing Title Pages, Composing FATE Wing’s Publications i.e Taxpayer Facilitation Brochures / literature and arranging its printing.

  • Any other assignment given by Member (FATE).

  8. Second Secretary (FATE)

 

Responsibilities:-

  • Responding to complaints of taxpayers received through Prime Minister Complaint Cell which is part of Performance Management Delivery Unit (PMDU).
  • To re-direct the complaints that need a detailed reply of the focal person in various Wings and field formations.
  • Maintain record of all the complaints directly responded and queries redirected to the focal persons.
  • To follow-up the re-directed complaints till a satisfactory reply is sent to the taxpayers.
  • Any other assignment given by Member (FATE).

9.Webmaster
  Mr. Faheem Tufail,  officer of Pakistan Revenue Automation Limited (PRAL), is working as Webmaster in the FATE Wing, FBR, (HQs), Islamabad, since September, 2017.

Responsibilities:-
  • Web Development and Administration.

  • Uploading web contents i.e. Notifications, SROs, CGOs, details of FBR events and functions, Classified Advertisements, Press Releases, etc. on daily basis.

  • Any other assignment given by Member (FATE).
