Federal Board of Revenue has successfully held pre-bidding conference for the grant of five year license for IT- based solution for electronic monitoring (Track and Trace System) of specified goods i.e. Tobacco, Cement, Sugar and Fertilizer. The pre-licensing conference was held on at FBR Headquarter which was attended by 25 participants physically and another 15 participants joined through zoom. Dr. Muhammad Ashfaq Ahmed, Member (IR-Operation) and Mr. Tariq Hussain Shaikh, Project Director, (Track & Trace System) conducted the conference and explained the functions, features and purpose of implementing the Track and Trace System in Pakistan, which includes minimum human interface, preventing leakage of revenue, under reporting sales of specified goods and to ensure proper payment of duty/ taxes.
The participants showed their interest in the project and asked very relevant and pertinent questions. FBR team responded all queries in professional manner to the satisfaction of the participants, which gave more clarity and understanding about the implementation and operationalization of the Track and Trace System. FBR team further clarified that last date of the bids is 19th December, 2020 which cannot be extended, as the Track and Trace System has been planned to be rolled out by 30.06.2021.

فیڈرل بورڈ آف ریوینیو نے مخصوص اشیاء جیسے تمباکو، سیمنٹ، چینی اور کھادکی انفارمیشن ٹیکنالوجی پر مبنی ٹریک اینڈ ٹریس نظام کے تحت الیکٹرانک مانیٹرنگ کے پانچ سالہ لائیسینس کے اجراء کے لئے پری بڈنگ کانفرس کا اہتمام کیا۔ پری بڈنگ کانفرس کا انعقاد ایف بی آر ہیڈ کوارٹر میں کیا گیا جس میں پچیس شرکاء نے شرکت کی۔ مزید پندرہ شرکاء زوم zoom میٹنگ کے ذریعے شامل ہوئے۔ کانفرس کی صدارت ممبر آئی آر آپریشنز ڈاکٹر محمد اشفاق احمد نے کی۔ پراجیکٹ ڈائیریکٹر ٹریک اینڈ ٹریس نظام طارق حسین شیخ بھی کانفرس میں موجود تھے۔
ممبر آئی آر آپریشنز اور پراجیکٹ ڈائریکٹر نے ٹریک اینڈ ٹریس نظام کی افادیت، خصوصیات اور پاکستان میں اس کی اہمیت پر روشنی ڈالی۔ انہوں نے کہا کہ اس نظام کے باعث انسانی عمل دخل کم سے کم ہو جائے گا۔ ریونیو کے نقصان کو کم سے کم کیا جا سکے گا اور مخصوص اشیاء کی کم فروخت کو ظاہر کرنے کا رحجان کم ہو گا اور وقت پر ڈیوٹیز اور ٹیکسز کی ادائیگی ممکن ہو سکے گی۔
شرکاء نے پراجیکٹ میں گہری دلچسپی کا اظہار کیا اور نظام سے مکمل آگاہی حاصل کرنے کے لئے سوالات پوچھے جن کے تسلی بخش جوابات دیئے گئے۔ ایف بی آر ٹیم نے وضاحت کی کہ بولی کی آخری تاریخ 19 دسمبر2020 ہے جس میں مزید کوئی توسیع نہیں کی جائے گی کیونکہ ٹریک اینڈ ٹریس نظام کا اجراء 30 جون 2021 تک کردیا جائے گا۔
