The Federal Board of Revenue (FBR) has initiated the implementation of Video Analytics-based electronic production monitoring in the tiles manufacturing sector.
In this regard, a Sales Tax General Order (STGO) # 02/2026- IR (Operations), has been issued under the Sales Tax Act, 1990, mandating the installation of video analytics systems at all tile manufacturing units by April 30, 2026. Strict compliance with the prescribed timeline is mandatory as FBR is empowered to stop the delivery/dispatch of goods produced without electronic monitoring.
It is worth mentioning that the Honorable Lahore High Court has already vacated the stay granted to this sector regarding video monitoring.
Accordingly, M/s ISSM Labelling Solutions (Private) Limited has been officially authorized as the designated vendor for system installation and integration.

FBR reiterates that non-compliance will attract strict enforcement actions, including:
Imposition of penalties and legal proceedings;
Sealing of premises; and
any other measures as prescribed under the Sales Tax Act, 1990 and the Rules made thereunder
This initiative reflects FBR's continued commitment to leveraging technology for improved tax compliance, curbing under-reporting, and ensuring a level playing field for all stakeholders.
All stakeholders are advised to extend full cooperation to the authorized vendor and FBR teams to ensure timely and smooth implementation.
