Agreement Afghanistan Revenue Department (ARD) and Federal Board of Revenue (FBR) concluded second round of negotiations on Double Taxation Agreement (DTA) between Pakistan and Afghanistan. The four-member delegation of Afghanistan Revenue Department (ARD) were on visit to Pakistan, which commenced from 27th December, 2021.
The inaugural session was presided over by Mr. Qaiser Iqbal, Director General (International Taxes), FBR who welcomed the delegates and hoped that the proposed DTA between the two brotherly countries would go a long way in fostering economic relationships and would also contribute to the development of both the countries. The negotiations were conducted in the most cordial and friendly atmosphere. Both the delegations discussed all the outstanding issues of the first round of negotiations held in Islamabad from 28th to 30th March, 2016. Both the sides presented and appreciated each other’s respective positions. However, it was agreed that the un-resolved issues would be discussed and finalized in the third round of negotiations to be held in Kabul, Afghanistan on mutually agreed dates.
The Afghan delegation was led by Mr. Esmatullah Salimi, Revenue Audit Director, ARD and included Mr. Abdul Wali Noori, Technical Deputy Director-General, ARD, Mr. Nida Mohammad Seddiqi, Legal Services Director, ARD and Mr. Najeebullah Ahmadzai, Advisor to MoF, while the Pakistan delegation was headed by Mr. Qaiser Iqbal, Director General (International Taxes), FBR and included Barrister Nowsherwan Khan, Chief (International Taxes) and Ms. Hira Nazir, Secretary (Tax Treaties & Conventions), FBR.
افغانستان ریونیوڈیپارٹمنٹ اور ایف بی آر کے مابین دوہرے ٹیکس معاہدے پر مذاکرات کا دوسرا دور مکمل
افغانستان ریونیو ڈیپارٹمنٹ (اے آر ڈی) اور فیڈرل بورڈ آف ریونیو (ایف بی آر) نے پاکستان اور افغانستان کے مابین دوہرے ٹیکس معاہدے (ڈی ٹی اے) پر مذاکرات کا دوسرا دور مکمل کرلیا گیا ۔ افغانستان ریونیو ڈیپارٹمنٹ(اے آر ڈی ) کا چار رکنی وفد 27 دسمبر 2021 سے پاکستان کے دورے پر تھا۔
افتتاحیہ اجلاس کی صدارت ایف بی آر کے ڈائریکٹر جنرل (انٹرنیشنل ٹیکسز) قیصر اقبال نے کی جنہوں نے مندوبین کا خیرمقدم کیا اور امید ظاہر کی کہ مجوزہ دوہرا ٹیکس معاہدہ دونوں برادر ممالک کے مابین اقتصادی تعلقات کو فروغ دینے اور معاشی ترقی میں اہم کردار ادا کرے گا۔ مذاکرات انتہائی خوشگواراوردوستانہ ماحول میں ہوئے۔ دونوں وفود نے اسلام آباد میں 28 سے 30 مارچ 2016 تک ہونے والے مذاکرات کے پہلے دور کے تمام تصفیہ طلب امور پر تبادلہ خیال کیا۔ دونوں فریقین نے ایک دوسرے کے موقف کو سراہا۔ تاہم اس بات پر اتفاق کیا گیا کہ غیر حل شدہ مسائل پر بات چیت اور حتمی شکل مذاکرات کے تیسرے دور میں کی جائے گی جو کابل افغانستان میں باہمی طور پرمتفقہ تاریخوں پر منعقد کیا جائے گا۔
افغان وفد کی قیادت عصمت اللہ سلیمی، ریونیو آڈٹ ڈائریکٹر اے آر ڈی کر رہے تھے اور افغان وفد میں عبدالولی نوری ،ٹیکنیکل ڈپٹی ڈائریکٹر جنرل اے آر ڈی، ندا محمد صدیقی، لیگل سروسز ڈائریکٹر اے آر ڈی اور نجیب اللہ احمدزئی، مشیر برائے وزارت خزانہ بھی شامل تھے ۔ پاکستانی وفد کی قیادت ایف بی آر کے ڈائریکٹر جنرل (انٹرنیشنل ٹیکسز) قیصر اقبال کررہے تھے جبکہ اس میں بیرسٹر نوشیروان خان، چیف (انٹرنیشنل ٹیکسز) اور محترمہ حرا نذیر، سیکریٹری (ٹیکس ٹریٹیز اینڈ کنونشنز) ایف بی آر بھی شامل تھے۔
