Dr. Muhammad Ashfaq Ahmed, Chairman FBR/Secretary Revenue Division visited Customs House, Quetta. He was accompanied by Dr. Muhammad Saeed Khan Jadoon, Member (Customs Policy), FBR. They were warmly welcomed by Mr. Muhammad Sadiq, Chief Collector Customs (Baluchistan), Mr. Rashid Habib, Collector Customs, Appraisement, Dr. Farid Ahmed, Collector Customs, Enforcement Quetta and Ch. Muhammad Javed, Collector MCC, Gwadar.
The Chairman FBR visited the Chamber of Commerce & Industry, Quetta. The President, Chamber of Commerce & Industry, Quetta warmly welcomed the Chairman FBR. The members of Chamber of Commerce & Industry Quetta highlighted the problems being faced by the importers and exporters of Baluchistan and urged for their speedy solutions. The major issues of traders pertained to contravention cases initiated by the Directorate of Intelligence & Investigation, Quetta against various importers. They further complained that they were being subjected to unwarranted checking of imported consignments by the Customs & different LEAs. They also raised the valuation issues pertaining to good originating from Iran and Afghan.
The members of Chamber of Commerce, Quetta lamented that owing to the above issues they were constrained to go on strike and boycott the clearances at Custom House which resulted in stoppage of transportation of legally imported goods to the other provinces. The Chairman FBR gave them patient hearing and assured them of his fullest support in immediate resolution of their legitimate issues. On his assurance, the members of Chamber of Commerce & Industry, Quetta called off their strike and resumed normal Customs clearance activities.
Earlier, the Chief Collector Customs (Baluchistan) gave a detailed presentation on the performance of Collectorate of Customs, Appraisment / Enforcement Quetta and MCC, Gwadar during the FY 2021-22. He briefed the Chairman FBR about the overall performance of all the Collectorates under his jurisdiction in addition to current operationalization of anti-smuggling check posts. Regarding the shortage of staff at check posts, the Chairman agreed to enhance the manpower to effectively conduct anti-smuggling operations. Chairman FBR emphasized on the pressing need to further strengthen the border check points. He also expressed his satisfaction over the performance and collection of revenue targets by the Collectorate of Customs (Balochistan) during (July-Nov) current FY 2021-22.
Mr. Muhammad Ismail, Director Intelligence & Investigation,Customs Quetta briefed the Chairman about the performance of the Directorate and detection of short revenue realization on account of valuation aspects against different importers of Balochistan. Mr. Abdul Rasheed Sheikh, Director General (DG) Intelligence & Investigation, Customs was also present on the occasion.
Likewise, Mr. Shahid Mehmood Sheikh, Commissioner, Inland Revenue, Quetta also gave a presentation with a focus on registered taxpayers, facilitations efforts, besides generation of domestic taxes. The Chairman appreciated the efforts being made by the team Inland Revenue.

چیئرمین ایف بی آر/سیکریٹری ریونیو ڈویژن ڈاکٹر محمد اشفاق احمدنے ایف بی آر کے ممبر (کسٹمز پالیسی) ڈاکٹر محمد سعید خان جدون کے ہمراہ کسٹمز ہاؤس کوئٹہ کا دورہ کیا۔ دورے کے دوران چیئرمین کو پاکستان کسٹمز کے بلوچستان چیپٹر کی کارکردگی اور کامیابیوں کے بارے میں بریفنگ دی گئی۔ جناب محمد صادق چیف کلکٹر کسٹمز (بلوچستان)، راشد حبیب کلکٹر کسٹمز، اپریزمنٹ، ڈاکٹر فرید احمد کلکٹر کسٹمز انفورسمنٹ کوئٹہ اور چوہدری محمد جاوید کلکٹر ایم سی سی گوادر نے ایف بی آرکے چیئرمین اور ممبر (کسٹمز پالیسی) ، ایف بی آرکا پُرتپاک استقبال کیا۔
دورے کے دوران چیئرمین ایف بی آر نے چیمبر آف کامرس اینڈ انڈسٹری کوئٹہ کا دورہ کیا۔ صدر چیمبر آف کامرس اینڈ انڈسٹری کوئٹہ نے چیئرمین ایف بی آر کا والہانہ استقبال کیا۔ چیمبر آف کامرس اینڈ انڈسٹری کوئٹہ کے اراکین نے بلوچستان کے درآمد کنندگان اور برآمد کنندگان کو درپیش مسائل پر روشنی ڈالی اور ان کے فوری حل پر زور دیا۔ تاجروں کے اہم مسائل مختلف درآمد کنندگان کے خلاف ڈائریکٹوریٹ آف انٹیلی جنس اینڈ انویسٹی گیشن، کوئٹہ کی جانب سے دائر کئے گئے خلاف ورزی کے مقدمات سے متعلقہ تھے۔ انہوں نے شکایت کی کہ انہیں کسٹمز اور مختلف قانون نافذ کرنے والے اداروں کی جانب سے درآمدی کنسائنمنٹس کی غیرضروری جانچ پڑتال کا سامنا کرنا پڑتا ہے ۔ انہوں نے ایران اور افغانستان سے آنے والی اشیاء کی قیمتوں سے متعلقہ مسائل کو بھی اجاگر کیا ۔
چیمبر آف کامرس کوئٹہ کے اراکین نے کہا کہ انہیں ہڑتال پر جانے اور کسٹم ہاؤس کلیئرنس کا بائیکاٹ کرنے پر مجبور کیا گیا جس کی وجہ سے دیگر صوبوں کو قانونی طور پر درآمد شدہ اشیاء کی نقل و حمل روکی گئی۔ چیئرمین ایف بی آر نے انہیں تحمل سے سنا اور ان کے جائز مسائل کے فوری حل کے لیے مکمل تعاون کا یقین دلایا ۔ چیئرمین ایف بی آر کی یقین دہانی پر چیمبر آف کامرس اینڈ انڈسٹری کوئٹہ کے اراکین نے اپنی ہڑتال ختم کر دی اور کسٹمز کلیئرنس کی معمول کی سرگرمیاں دوبارہ شروع کر دیں۔
اس سے پہلےچیف کلکٹر کسٹمز (بلوچستان) نے مالی سال 2021-22کے دوران کلکٹریٹ آف کسٹمزاپریزمنٹ/انفورسمنٹ کوئٹہ اور ایم سی سی گوادر کی کارکردگی کے بارے میں تفصیلی پریزنٹیشن دی۔ انہوں نے چیئرمین ایف بی آر کو اپنے دائرہ اختیار میں آنے والے تمام کلکٹریٹس کی مجموعی کارکردگی کے علاوہ انسداد سمگلنگ کی چیک پوسٹوں کی موجودہ آپریشنلائزیشن کے بارے میں تفصیلی آگاہ کیا۔ چیک پوسٹوں پر عملے کی کمی کے حوالے سے چیئرمین نے انسداد اسمگلنگ آپریشنز کو مؤثر بنانے کیلئے افرادی قوت بڑھانے پر اتفاق کیا۔ چیئرمین ایف بی آر نے بارڈر چیک پوائنٹس کو مزید مضبوط کرنے کی ضرورت پر زور دیا۔ انہوں نے رواں مالی سال 2021-22(جولائی تا نومبر) کے دوران کلکٹریٹ آف کسٹمز (بلوچستان) کی کارکردگی اور ریوینیو اہداف کے حصول پر اپنے اطمینان کا اظہار کیا۔
ڈائیریکٹر انٹیلی جینس اینڈ انوسٹی گیشن کوئٹہ نے ڈایریکٹوریٹ کی کارکردگی کے بارے میں پریزینٹیشن دی اور بلوچستان کے مختلف امپورٹرز کے ویلیوایشن کے باعث موجودہ ریونیو کمی کا تذکرہ کیا۔اس موقع پر ڈی جی ڈائریکٹوریٹ آف انٹیلی جینس اینڈ انوسٹی گیشن کسٹمز ، کوئٹہ عبدل رشید شیخ بھی موجود تھے۔
شاہد محمود شیخ، کمشنر ان لینڈ ریونیو کوئٹہ نے بھی پریزنٹیشن دی جس میں رجسٹرڈ ٹیکس دہندگان، سہولیات مہیا کرنے کی کاوشوں کے علاوہ ڈومیسٹک ٹیکس کی پیداواز پر توجہ مبذول کرائی گئی۔ چیئرمین کی طرف سے ٹیم ان لینڈ ریونیو کی کوششوں کو سراہا گیا ۔
