On the third and last day of his eventful visit to Baluchistan, Chairman FBR/Secretary Revenue Division, Dr. Muhammad Ashfaq Ahmed, visited Customs House, Chaman on Sunday. He was accompanied by Dr. Muhammad Saeed Khan Jadoon, Member (Customs Policy), FBR, Mr. Muhammad Sadiq, Chief Collector Customs (Balochistan), and Mr. Rashid Habib Khan, Collector Customs Appraisement, Quetta.
The Chairman was warmly received by the officers and staff of Customs Appraisement and NLC authorities at ongoing ITTMS project site. The NLC authorities made a detailed presentation about the ongoing ITTMS project before the Chairman, and informed that the project constituted an important segment of CAREC Regional Improvement of Border Services (RIBS) Program, of which about 42% work has been completed. The date of completion project was 23rd April 2023, however, in view of importance of the project to the international trade and regional connectivity efforts are afoot to complete it by end of December, 2022. Later on, Chairman FBR also visited the under-construction areas of the ITTMS project.
Chairman FBR visited Pak-Afghan border crossing point (Friendship Gate/Bab-e-Dosti). Colonel Qamar of Pakistan Army briefed the Chairman about the border crossing point and coordination with the Customs authorities regarding cross border movement of trade, Afghan transit goods, and pedestrian movement.
The Chairman, thereafter, visited the Customs offices established at NLC yard in Chaman. Mr. Usman Aziz, Assistant Collector Customs, briefed the Chairman about the overall performance of Customs Station, Chaman and highlighted the trade facilities being provided to the traders. He also explained the impediments being faced by the Customs authorities pertaining to “role of terminal operator” and “sanctity and security of cargo due to make shift arrangements.” The Chairman appreciated the exceptional revenue generation performance by the Customs at Chaman despite lack of proper infrastructure. He talked about the concerns of security of the Customs staff / cargo and directed NLC authorities for resolution of the issue on priority basis.
Later, the Chairman along with the Member (Customs Policy), FBR and officers of Balochistan Customs visited the Chaman Chamber of Commerce & Industry. Mr. Muhammad Hashim Khan Achakzai, President Chaman Chamber of Commerce & Industry, warmly welcomed the Chairman FBR.
The members of Chaman Chamber of Commerce & Industry highlighted problems being faced by the importers and exporters along with trade bodies of Chaman and pressed for their speedy solutions. The prime focus remained on the issue of establishment of Dry-Port at Chaman, common border trade markets, and barter trade. They also expressed their concerns on interdiction and subjecting to unwarranted checking of imported consignments by the Customs and other LEAs. The traders also expressed their reservations about valuation issues pertaining to Afghan origin goods, especially transacted at Custom House, Chaman. The Chairman FBR gave them a patient hearing and assured them of a meaningful resolution of their legitimate issues, on top priority.
چیئرمین ایف بی آر کاچمن میں کسٹمز کلیرنس نظام کو مربوط بنا نے کی یقین دہانی
دورہ بلوچستان کے تیسرے اور آخری روز ڈاکٹر محمد اشفاق احمد، چیئرمین ایف بی آر/سیکرٹری ریونیو ڈویژن نے بروز اتوارکسٹمز ہاؤس چمن کا دورہ کیا۔ ڈاکٹر محمد سعید خان جدون ممبر (کسٹمز پالیسی) ایف بی آر، محمد صادق چیف کلکٹر کسٹمز (بلوچستان) اور راشد حبیب خان کلکٹر کسٹمز، اپریزمنٹ کوئٹہ بھی ان کے ہمراہ تھے۔
آئی ٹی ٹی ایم ایس پروجیکٹ سائٹ پر کسٹمز اپریزمنٹ اور این ایل سی اتھارٹیز کے افسران اور عملے نے ان کا والہانہ استقبال کیا۔ این ایل سی حکام نے چیئرمین کو جاری آئی ٹی ٹی ایم ایس پراجیکٹ کے بارے میں تفصیلی پریزنٹیشن دی اور بتایا کہ پراجیکٹ بارڈر سروس پروگرام کے تحت علاقائی تجارت میں بہتری لانے کے لئے کیریک کا جزو ہے اور اس سلسلے میں 42 فیصد کام مکمل ہو چکا ہے۔پراجیکٹ کے مکمل ہونے کا وقت 23 اپریل 2023 تھا مگر بین الاقوامی تجارت میں فروغ کے پیش نظر پراجیکٹ کو دسمبر کے آخر تک مکمل کر لیا جائے گا۔بعد ازاں چئیرمین ایف بی آر نے آئی ٹی ٹی ایم ایس پراجیکٹ کے زیر تعمیر ایریاز کا بھی دورہ کیا۔
چیئرمین ایف بی آر نے پاک افغان بارڈر کراسنگ پوائنٹ (فرینڈ شپ گیٹ/بابِ دوستی) کا دورہ کیا۔ پاک فوج کے کرنل قمر نے چیئرمین کو بارڈرکراسنگ پوائنٹ اور کسٹمزاتھارٹیز کے ساتھ تجارت/افغان ٹرانزٹ اور پیدل چلنے والوں کی سرحد پار نقل و حرکت کے بارے میں بریفنگ دی۔
بعد ازاں چیئرمین نے چمن میں این ایل سی یارڈ میں قائم کسٹمز دفاتر کا دورہ کیا۔ اسسٹنٹ کلکٹر کسٹمز عثمان عزیز نے چیئرمین کو کسٹم سٹیشن چمن کی مجموعی کارکردگی کے بارے میں بریفنگ دی اور تاجروں کو فراہم کی جانے والی تجارتی سہولیات واضح کیں ۔ اسسٹنٹ کلکٹر نے "ٹرمینل آپریٹر کے کرداراور"عارضی انتظامات کی وجہ سے کارگو کی حفاظت" سے متعلق کسٹمز حکام کو درپیش مسائل کی بھی وضاحت کی۔ چیئرمین نے مناسب انفراسٹرکچر کی کمی کے باوجود چمن میں کسٹمز ریونیو حصول پرغیر معمولی کارکردگی کو سراہا۔ انہوں نے کسٹمز کے عملے/کارگو کی سیکورٹی کے خدشات کا ذکر کیا اور این ایل سی حکام کو اس مسئلے کو حل کرنے کی ہدایت کی۔
بعد ازاں چیئرمین نے ممبر (کسٹمز پالیسی) ایف بی آر اور بلوچستان کسٹمز کے افسران کے ہمراہ چمن چیمبر آف کامرس اینڈ انڈسٹری کا دورہ کیا۔ چمن چیمبر آف کامرس اینڈ انڈسٹری کے صدر محمد ہاشم خان اچکزئی نے چیئرمین ایف بی آر کا پرتپاک استقبال کیا۔
دورے کے دوران چمن چیمبر آف کامرس اینڈ انڈسٹری کے ممبران نے چمن کے درآمد کنندگان اور برآمد کنندگان/تجارتی اداروں کو درپیش مسائل اجاگر کئے اور ان کے فوری حل پر زور دیا۔ ملاقات کے دوران تاجروں نےچمن میں ڈرائی پورٹ کے قیام اور مشترکہ بارڈر ٹریڈ مارکیٹس اور بارٹر ٹریڈکی اہمیت پر زور دیا۔ انہوں نے کسٹمز اور مختلف قانون نافذ کرنے والے اداروں کی طرف سے درآمدی کنسائنمنٹس کی غیرضروری جانچ پڑتال کے حوالے سے تشویش کا اظہار کیا۔ تاجروں نے خاص طور پر مشترکہ بارڈر ٹریڈ مارکیٹس میں لین دین کی جانے والی افغانی اشیاء کی ویلیویشن کے مسائل پر بھی اظہار خیال کیا۔ چیئرمین ایف بی آر نے ان کے مسائل کو سنا اور ان کے نکتہ نظر کا احترام کرتے ہوئے ترجیحی بنیادوں پر بامعنی حل کی یقین دہانی کرائی۔
