Federal Board of Revenue (FBR) has released the revenue collection information of first two months of current financial year i.e. July & August-2020. According to the released information, against the assigned revenue target of Rs.551 billion, FBR has collected Rs.593 billion net revenue thus showing an increase of 42 billion and 108 percent of the assigned target. The net revenue collection in the first two months of previous year 2019-20 was 582 billion whereas it is increased to 593 billion this year.
Due to harmful effects of Corona outbreak on the economy and recent heavy spells of rain in Karachi, the revenue collection task was adversely effected but despite these challenges, FBR managed to collect gross revenue of Rs. 624 billion collectively in July and August which was 593 billion in the corresponding months last year. Moreover, to redress the hardships of the business community caused by Covid-19, refunds to the tune of Rs.30.6 billion have been disbursed collectively in the first two months of FY-2020, as compared to refunds of Rs.11 billion during first two months of FY-2019. Sales Tax refunds are being issued under centralized and automated system called FASTER which is clearing refunds to exporters within 72 hours for the first time as committed by the Government.
FBR is also engaging with trade and industry to mitigate their genuine grievances. FBR is proactively reaching out to Trade and Industry and resolving their issues. FBR has also launched an unprecedented crackdown on corruption dismissing and suspending 76 officers and officials since July 2020.
In post COVID-19 pandemic scenario, the economic activities are now being revived through multiple economic stimuli and reliefs granted in the budget FY-2020-21. Hectic efforts were put up by the IR and Customs field formations in respect of collection of duty and taxes. The unfavorable situation adversely affected the customs clearance of imported cargo during the last week of this month and resultantly harmed the revenue collection.
According to the official figure, total customs duty collected during first two months of current FY-2020 is Rs. 92 billion. Sales tax collection at import stage is on lower side as compared to the corresponding period of the previous year owing again to heavy rain fall in Karachi. Furthermore, exemption granted in respect of Additional Customs Duty (ACD) on more than 1600 tariff lines in budget FY 2020-21, also subsequently resulted into decrease in sales taxable value.
In line with the vision and directives of the Prime Minister of Pakistan to curb the menace of smuggling, the Federal Board of Revenue (FBR) vigorously launched a countrywide counter-smuggling drive. The FBR accordingly directed its field formations to make all out efforts to intensify anti-smuggling activities.
In pursuance of the aforesaid directions, Pakistan Customs has initiated massive anti-smuggling operations throughout the country and across all terrains that have led to significant seizures of smuggled goods. During the month of August 2020 alone, Customs seized smuggled goods worth Rs. 3.95 Billion as compared to Rs 2.1 Billion in August 2019, thus showing an increase of 87.3%. These seized goods included fabrics, cigarettes, foreign currency, POL products, auto parts, foodstuff, narcotics and other miscellaneous goods. Moreover, mega seizures of luxury vehicles, gold, and betel nuts were also effected during the same period. The Customs formations at Quetta, Peshawar and Multan have seized smuggled goods worth Rs. 1.6 Billion, while most of the remaining goods were at Karachi, Lahore and Islamabad from raids on godowns wherein smuggled goods were stored.

فیڈرل بور ڈ آف ریوینیو نے ماہ جولائی و اگست کی حاصل کردہ ریوینیو تفصیلات جاری کر دی ہیں۔ تفصیلات کے مطابق ایف بی آر نے مالی سال 21-2020 کے پہلے دو ماہ کے مقر ر کردہ ہدف 551 ارب کے مقابلے میں 42 ارب کے اضافہ کے ساتھ 593 ارب روپے نیٹ ریوینیو اکھٹا کیا ہے جو کہ مقر رکردہ ریوینیو ہدف کا 108 فیصد بنتے ہیں۔ پچھلے سال جولائی و اگست میں 582 ارب روپے نیٹ ریوینیو اکھٹا ہوا تھا جو کہ اس سال اضافہ کے ساتھ 593 ارب روپے ہے۔
کرونا وبا سے ملکی معیشت کو پہنچنے والے نقصان اور حالیہ بارشوں سے ملک بھر باالخصوص کراچی میں محصولات کو پہنچنے والی زد کے باوجود ماہ جولائی و اگست میں کل حاصل کردہ گراس ریوینیو 624 ارب روپے ہے جو کہ پچھلے سال ان ماہ میں 593 ارب روپے تھا۔ لیکن کاروباری کمیونٹی کی کرونا وبا کے باعث معاشی مشکلات کو دور کرنے کے لئے ماہ جولائی و اگست میں 30.6 ارب روپے کے ریفنڈز جاری کئے گئے جو کہ پچھلے سال 11 ارب روپے کے تھے۔ سیلز ٹیکس ریفنڈز بھی مرکزی اور خودکار فاسٹر نظام کے تحت حکومت کے کئے گئے وعدے کے مطابق 72 گھنٹوں کے اندر جاری کئے جارہے ہیں۔
ایف بی آر تجارت سے وابستہ افراد کے مسائل کے حل کے لئے بھی کوشاں ہے ۔کرپشن سے پاک ایف بی آر کی کوششیں بھی جاری ہیں اور جولائی کے ماہ سے اب تک 76 افسران و اہلکاروں کو برطرف اور معطل کیا جا چکا ہے۔
کووڈ 19 وبا کے تناظر میں بجٹ 2020-21 میں دیئے گئے ریلیف پیکج کی بدولت معاشی سرگرمیوں میں آہستہ آہستہ بہتری آ رہی ہے۔آئی آر اور کسٹمز کے فیلڈ دفاتر نے ڈیوٹیز اور ٹیکسز کو اکھٹا کرنے کے لئے بھر پور کوششیں کی ہیں ۔ مذکورہ نامساعد حالات کی وجہ سے اس ماہ کے آخری ہفتہ میں درآمدی کارگو کی کسٹمز کلیرنس کو بری طرح متاثر کیا ہے۔ تفصیلات کے مطابق جولائی و اگست کی کل حاصل کردہ کسٹمز ڈیوٹی 92 ارب رہی۔
سمگلنگ کی لعنت کو ختم کرنے کے وزیراعظم کے ویثرن کے مطابق ایف بی آر نے ملک گیر اینٹی سمگلنگ آپریشنز کئے جس کے باعث سمگل شدہ اشیاء کی بڑی مقدار ضبط کی گئی۔ صرف اگست 2020 کے ماہ میں پاکستان کسٹمز نے 3.95 ارب روپے کی سمگل شدہ اشیاء ضبط کیں جو کہ اگست 2019 میں 2.1 ارب روپے کی تھیں اس طرح 87.3 فیصد اضافہ دیکھنے میں آیا۔ ان ضبط شدہ اشیاء میں کپڑا، سگریٹ، غیر ملکی کرنسی، پٹرولیم اشیاء ، منشیات اور دوسرے متفرق اشیاء شامل ہیں۔ مزید برآں لگثری گاڑیاں، سونا اور چھالیہ کی بھی ضبطگی عمل میں آئی۔ کسٹمز کے ملتان، پشاور اور کوئٹہ دفاترنے 1.6 ارب روپے کی سگل شدہ اشیاء کو ضبط کیا ہے جبکہ لاہور، کراچی اور اسلام آباد میں گوداموں پر چھاپے مار کر سمگل شدہ اشیاء ضبط کی گئی ہیں۔
