Latest FBR Releases
The Federal Board of Revenue has issued a clarification in response to a news story titled “Textile industry irked by facts, misrepresentation” published in Daily Business Recorder on 26th December, 2019 and stated that the issue of liquidity problems due to imposition of Sales Tax on previously zero rated sectors was raised in the standing committee. The FBR acknowledged the issue and explained that in first 6 months, a total of 98 billion refunds have been issued as opposed to 31 billion in last year. Most of these refunds have been given to exporters including encashment of refund bonds issued last year. FBR has also issued refunds through FASTER system without human intervention worth 11 billion against claims of 15 billion.
It was also emphasized that if the government on one hand has brought the export oriented sector under VAT regime, it has heavily facilitated the sectors by providing sizable subsidy on gas and electricity despite a very narrow fiscal space available to it. So the perception conveyed by the news item is a bit misleading and the Federal Government and FBR are trying to provide maximum facilitation to businesses in a collaborative and consultative process.

فیڈرل بورڈ آف ریوینیو نے 26 دسمبر کو شائع ہونے والی روزنامہ بزنس ریکارڈر کی خبر پر وضاحتی پریس ریلیز جاری کی ہے جس میں کہا گیا ہے کہ تمام برآمدی سیکڑز جو کہ پہلے زیرو ریٹڈ سیکٹرز تھے ان پر سیلز ٹیکس کی ادائیگی کی وجہ سے پیدا ہونے والا لیکویڈیٹی مسئلہ سٹینڈنگ کمیٹی میں زیر بحث آیا۔ ایف بی آر نے ایسے تمام سیکٹرز کو درپیش اس مسئلہ کو تسلیم کیا اور سٹینڈنگ کمیٹی میں مزید وضاحت کی کہ رواں مالی سال کے پہلے چھ ماہ میں کل 98 ارب کے ریفنڈز جاری کئے جا چکے ہیں جو کہ پچھلے سال 31 ارب کے تھے۔ ان میں سے بہت سے ریفنڈز بشمول پچھلے سال کے جاری کردہ ریفنڈ بانڈز برآمدکنندگان کو اداکر دیئے گئے ہیں۔ایف بی آر نے فاسٹر نظام کے تحت 15 ارب کے دائر ریفنڈ کلیمز میں سے 11 ارب کے ریفنڈز جاری کر دیئے ہیں۔
وضاحتی بیان میں مزید کہا گیا ہے کہ حکومت جہاں برآمدی سیکٹرز کو ٹیکس کے دائرہ کار میں لائی ہے تو ساتھ ہی ایسے تمام سیکٹرز کو بجلی اور گیس کی مد میں کئی گنا سبسڈی بھی دی ہے اور وہ بھی ایسے حالات میں جبکہ حکومت کے مالی وسائل بھی ناکافی ہوں۔ شائع ہونے والی خبر کسی حد تک گمراہ کن ہے۔ حکومت اور ایف بی آر کاروباری افراد کے ساتھ تعاون کو جاری رکھے گا۔
