Building further on its ongoing momentum for revenue collection, Federal Board of Revenue (FBR) has not only achieved its assigned target of Rs.441 Billion fixed for February,2022 but also exceeded the same by Rs.2 Billion as it has collected Rs.443 Billion. The country's premier tax collection organisation has released the provisional revenue collection figures for the months July, 2021 to February, 2022 of current Financial Year 2021-22. According to the provisional information, FBR has collected net revenue of Rs 3,799 billion during July, 2021 to February, 2022 of current Financial Year 2021-22, which has exceeded the target of Rs 268 billion. This represents a growth of about 30.3% over the collection of Rs. 2,916 billion during the same period, last year.
It is worth sharing that Inland Revenue collection increased by 29.0% during July, 2021 to February, 2022 by collecting Rs. 3,177 Billion against Rs. 2,463 Billion collected in the same period, last year. Likewise, Pakistan Customs has successfully maintained its growth trajectory by collecting Rs. 622 Billion as against Rs. 454 Billion collected during the same period, last year.
The net collection for the month of February, 2022 realized Rs 443 billion representing an increase of 28.3 % over Rs 345 billion collected in February, 2021. These figures would further improve before the close of the day and after book adjustments have been taken in to account.
On the other hand, the gross collections increased from Rs3,074 billion during July, 2020 to February, 2021 to Rs 3,996 billion in current Financial Year July, 2021 to February, 2022, showing an increase of 30%.Likewise, the amount of refunds disbursed was Rs 197 billion during July, 2021 to January, 2022 compared to Rs 157 billion paid last year, showing an increase of 25.4%.
It is pertinent to mention that FBR has introduced a number of innovative interventions both at policy and operational level with a view to maximize revenue potential through digitization, transparency, and taxpayers' facilitation. This has not only resulted in ensuring the ease of doing business but also translated in a healthy and steady growth in revenue collection. Likewise, the incumbent top leadership of FBR has launched a new culture of clean taxation with a clear focus on collecting only the fair tax and not holding up refunds which are due to be paid. This has not only fast tracked the process of bridging the trust deficit between FBR and Taxpayers but also ensured the much-needed cash liquidity for business community. That's precisely why, for the first time ever in the country's history, FBR continues to surpass its assigned revenue targets despite challenges and price stabilization measures adopted by the government.
ایف بی آر نے فروری 2022 کے محصولات کا ہدف عبور کر لیا
فیڈرل بورڈ آف ریونیو (ایف بی آر) نےمحصولات اکٹھا کرنے میں اپنی رفتار کو برقرار رکھتے ہوئے فروری، 2022 کے لیے مقرر کردہ 441 ارب روپے کا ہدف نہ صرف پورا کیا بلکہ 2 ارب روپے زائد حاصل کرتے ہوئے 443 ارب روپے اکٹھے کئے ہیں۔ ٹیکس جمع کرنے والے سب سے بڑے قومی ادارے نے رواں مالی سال 2021-22 کے جولائی 2021 سے فروری 2022 کے مہینوں کے لیے عبوری محصولات کی وصولی کے اعداد و شمار جاری کر دیئے ہیں۔ عبوری معلومات کے مطابق، ایف بی آر نے رواں مالی سال 2021-22 کے ماہ جولائی 2021 سے فروری 2022 کے دوران 3,799 ارب روپے کا خالص ریونیو اکٹھا کیا، جو ہدف سے268 ارب روپے زائد ہے۔ یہ گزشتہ سال اسی مدت کے دوران اکٹھے کئے گئے2,916 ارب روپے وصولی کے مقابلے میں تقریباً 30.3 فیصد اضافہ ظاہر کرتا ہے ۔
یہ بات قابل ذکر ہے کہ جولائی 2021 سے فروری 2022 کے دوران ان لینڈ ریونیو محاصل میں 29.0 فیصد کا اضافہ دیکھنے میں آیا جس کے ذریعے 3،177 ارب روپے جمع ہوئے جو کہ گزشتہ سال اسی مدت میں2,463 روپے تھے۔ اسی طرح پاکستان کسٹمز نے 622 ارب روپے اکٹھا کر کے اپنی ترقی کی رفتار کو کامیابی سے برقرار رکھا ہے جو کہ گزشتہ سال اسی عرصے کے دوران 454 ارب روپے جمع ہوئے تھے۔
فروری 2022 کے لیے نیٹ کلیکشن 443 ارب روپے رہا جو فروری 2021 میں 345 ارب روپے جمع کیے گئے تھے اور ان میں 28.3 فیصد اضافہ دیکھنے میں آیا۔ یہ اعداد و شمار دن کے اختتام سے قبل اور بک ایڈجسٹمنٹ کے جائزے کے بعد مزید بہتر ہوں گے۔
دوسری جانب جولائی، 2020 سے فروری، 2021 کے دوران مجموعی کلیکشن 3,074 ارب روپے سے بڑھ کر رواں مالی سال جولائی، 2021 سے فروری، 2022 میں 3,996 ارب روپے ہوگئی، جس میں 30 فیصد کا اضافہ دیکھنے میں آیا۔ جولائی، 2021 سے جنوری، 2022 کے دوران 197 ارب روپے کے ریفنڈز کا اجراء کیا گیا جو کہ گزشتہ سال جاری کئے گئے 157 ارب روپے کے مقابلے میں 25.4 فیصد کا اضافہ کوظاہر ہے۔
یہ بات قابل ذکر ہے کہ ایف بی آر نے ڈیجیٹلائزیشن، شفافیت اور ٹیکس گزاروں کی سہولت کے ذریعے محصولات اکٹھا کرنے کے امکانات میں زیادہ سے زیادہ اضافے کیلئے پالیسی اور آپریشنل دونوں سطحوں پر متعدد اختراعی اقدامات متعارف کرائے ہیں۔ اس کے نتیجے میں نہ صرف کاروباری آسانی کو یقینی بنایا گیا ہے بلکہ محصولات کی وصولی میں خاطر خواہ اور مستحکم ترقی دیکھنے میں آئی۔ اسی طرح، ایف بی آر کی موجودہ اعلیٰ قیادت نے کلین ٹیکسیشن کے نئے کلچر کا آغاز کیا جس کا واضح مقصد واجب الادا ریفنڈز کو روکے بغیر صرف منصفانہ ٹیکس کی وصولی پر ہے۔ اس سے نہ صرف ایف بی آر اور ٹیکس گزاروں کے مابین اعتماد کی فضا کو بحال کیا ہے بلکہ کاروباری برادری کے لیے انتہائی اہم کیش لیکویڈیٹی کی فراہمی کو بھی یقینی بنایا ہے۔ یہی وجہ ہے کہ ملکی تاریخ میں پہلی بار ایف بی آر نے چیلنجز اور حکومت کی جانب سے قیمتوں میں استحکام کے اقدامات کے باوجود اپنے مقرر کردہ محصولاتی اہداف کو عبور کیا ہے۔
