Achieving yet another significant milestone towards automation and data integration in order to facilitate the taxpayers and the passengers flying in and out of the country, FBR has launched ‘Automated Currency Declaration System’ this afternoon. Federal Minister for Finance & Revenue, Shaukat Fayaz Ahmed Tarin, presided over the launching ceremony at FBR (HQs), Islamabad as the Chief Guest. Chairman FBR/Secretary Revenue Division Dr. Muhammad Ashfaq Ahmed, Chairman NADRA Mr. Tariq Malik and DG FIA Mr. Sanaullah Abbasi were present on the occasion.
Speaking to the august gathering comprising of all FBR Members, dignitaries, senior officers and media representatives, Finance Minister congratulated Chairman FBR and his team for making this long-awaited initiative possible in a short period of time. He stated that the government was focusing on the documentation of economy to broaden the tax base. “This aim can only be achieved through the use of technology and automation with review of existing procedures and processes,” he remarked. He further added that Inter-agency coordination and cooperation was sine qua non for the success of all efforts of business process re-engineering and adoption of new framework for implementation of rules & regulations. “To achieve the goal of documentation of economy and to bring more transparency in the economic transactions, documentation of flow of foreign currency in and out of the country is pivotal,” he continued.
Presently, Currency Declarations (CDs) are obtained randomly from the passengers coming to or going out the country through Airports. Currency Declarations are manually secured in shape of hard copies and are then entered into the System manually in batches. For millions of passengers coming in and going out from the country, it is an uphill task, especially, with very little resources in comparison with the challenges faced by Pakistan Customs and other Law Enforcement Agencies (LEAs). Since the current Currency Declaration System (CDS) was not working to achieve the goal of complete documentation of foreign currency movement, a new system was envisaged by FBR.
This digital system was developed with the assistance of NADRA and FIA and will now be deployed at all International Airports, starting from Islamabad International Airport. “This new system will be a hassle free and time saving, one stop solution for all incoming and outgoing passengers,” Finance Minister remarked.
FBR is also working on securing data from banks and State Bank of Pakistan along with integration of Currency Exchange Companies with POS. This will culminate into greater visibility and capturing information which could then be used for analysis or audit purposes. The data captured through POS and CDS will then be shared with all relevant agencies including SBP, FIA, Customs, IRS etc. for further necessary action as per law. This end-to-end visibility of foreign currency market will bring a semblance of stability in the market and will also be instrumental in countering money laundering and currency smuggling. Federal Minister for Finance and Revenue, later, formally launched the ‘Automated Currency Declaration System’ by pressing the button. He commended all three government organizations -FBR, FIA and NADRA-for working in unison and kick starting this significant step.
Earlier, Chairman FBR/Secretary Revenue Division welcomed the Honorable Finance Minister on this auspicious occasion. He explained the scope and significance of ‘Automated Currency Declaration System’. He further reiterated that FBR had been swiftly moving to automation and digitization to promote transparency and reliability. In his talk, he explained the salient features of ‘Automated Currency Declaration System’ and added that the system would save time and ensure credibility. He further added that this digital intervention would also capture Currency Declarations data not only at Airports but also at land border stations where immigration desks were available and IBMS (Integrated Border Management System) of FIA was working. He further reassured that the integration of IBMS and FBR’s WeBOC System for this new endeavour in active technical cooperation of NADRA was the start of a new phase of cooperation among key agencies of the government and would pave the way for more collaborative initiatives in future. He particularly commended NADRA and FIA for providing much needed support in materializing this digital intervention. These meaningful synergies and enduring collaborations will certainly contribute significantly to ensuring ease of doing business while, simultaneously, maximizing tax compliance, he concluded.

پرمبارکباد دی۔ انہوں نے کہا کہ حکومت معیشت کو دستاویزی بنا کر ٹیکس نیٹ میں اضافہ پر خصوصی توجہ مرکوز کر رہی ہے ۔ انہوں نے کہا کہ "صرف ٹیکنالوجی اور آٹومیشن کو بروئے کار لانے سے ہی اس مقصد کو حاصل کیا جا سکتا ہے اور موجودہ طریقہ کار اور عوامل پر نظر ثانی کی جا سکتی ہے ۔" وزیر خزانہ نے مزید کہا کہ بزنس پروسیس کی ترتیب نو کی تمام تر کوششوں کی کامیابی اور قواعد و ضوابط کے نفاذ کے لیے نئے فریم ورک کو اپنانے کے لیے انٹر ایجنسی کوآرڈینیشن اور تعاون ناگزیر ہے۔انہوں نے کہا کہ معیشت کو دستاویز کرنے کے ہدف کو عبور کرنے اور معاشی لین دین میں مزید شفافیت لانے کے لیے، ملک کے اندر اور باہر غیر ملکی کرنسی کے بہاؤ کو دستاویز کرنا انتہائی اہم ہے ۔
فی الحال کرنسی ڈیکلریشن (سی ڈی) ایئر پورٹس سے ملک میں آنے یا جانے والے مسافروں سے بے ترتیبی سے لئے جاتے ہیں ۔ کرنسی ڈیکلریشنز کو دستی طور پر ہارڈ کاپیز کی شکل میں محفوظ کیا جاتا ہے اور پھر ان ہارڈ کاپیز کو بیچز میں مینوئل طریقہ کار کے ساتھ سسٹم میں اندراج کیا جاتا ہے۔ ملک میں آنے اور جانے والے لاکھوں مسافروں کے لیے بالخصوص پاکستان کسٹمز اور قانون نافذ کرنے والے دیگر اداروں کو درپیش مشکلات اور کم وسائل کے ساتھ یہ ایک کٹھن کام ہے ۔ چونکہ کرنسی ڈیکلریشنز کا موجودہ نظام فارن کرنسی کی نقل و حرکت کی مکمل دستاویز کے ہدف کو حاصل نہیں کرسکتا تھا ، اس لیے ایف بی آر نے نئے سسٹم کا تصور پیش کیا ہے۔
یہ نیا ڈیجیٹل سسٹم نادرا اور ایف آئی اے کے تعاون سے تیار کیا گیا اور اب اسلام آباد انٹرنیشنل ایئرپورٹ سےآغاز ہوکر تمام بین الاقوامی ایئرپورٹس پر نصب کیا جائے گا۔ وزیر خزانہ نے اظہار خیال کرتے ہوئے کہا کہ "یہ نیانظام بلا دقت اور وقت کی بچت کے ساتھ تمام آنے اور جانے والے مسافروں کے لیے ون سٹاپ سلوشن ہو گا۔"
ایف بی آر کرنسی ایکسچینج کمپنیوں کو پی او ایس کے ساتھ منسلک کرنے کے علاوہ بینکوں اور اسٹیٹ بینک آف پاکستان سے ڈیٹا محفوظ کرنے پر بھی کام کر رہا ہے۔ جس کی وجہ سے معلومات کو بہتر طور پر اکھٹا کیا جا سکے گا جسے پھر تجزیہ یا آڈٹ کے مقاصد کے لیے استعمال کیا جا سکتا ہے۔ پی او ایس اور سی ڈی ایس کے ذریعے حاصل کردہ ڈیٹا کو قانون کے مطابق مزید ضروری کارروائی کے لیے تمام متعلقہ ایجنسیوں بشمول سٹیٹ بینک آف پاکستان، ایف آئی اے ، کسٹمز ،آئی آر ایس وغیرہ کے ساتھ شیئر کیا جائے گا۔ فارن کرنسی مارکیٹ کی اینڈ ٹو اینڈ ویزیبلٹی مارکیٹ میں استحکام لے کر آئے گی اور ملک میں منی لانڈرنگ اور دیگر متعلقہ جرائم کے انسداد میں بھی مددگار ثابت ہوگی۔ وفاقی وزیر خزانہ و ریونیو نے بعد ازاں بٹن دبا کر ’خودکار کرنسی ڈیکلریشن سسٹم‘ کا باقاعدہ افتتاح کیا۔ انہوں نے تینوں سرکاری اداروں ایف بی آر، ایف آئی اے اور نادرا کو اس اہم اقدام کے آغاز پر متحد ہو کر کام کرنے پر سراہا۔
قبل ازیں چیئرمین ایف بی آر/سیکریٹری ریونیو ڈویژن نے اس اہم موقع پر وزیر خزانہ کا استقبال کیا۔ انہوں نے 'خودکار کرنسی ڈیکلریشن سسٹم' کے دائرہ کار اور اہمیت کو اجاگر کیا ۔ انہوں نے اس عزم کا اعادہ کیا کہ ایف بی آر شفافیت اوراعتماد کو فروغ دینے کیلئے آٹومیشن اور ڈیجیٹلائزیشن کی راہ پر مسلسل گامزن ہے۔ اپنے خطاب میں انہوں نے 'خودکار کرنسی ڈیکلریشن سسٹم' کی نمایاں خصوصیات کی وضاحت کی اور کہا کہ یہ نظام وقت کی بچت اور اعتماد کو یقینی بنائے گا۔ انہوں نے مزید کہا کہ یہ ڈیجیٹل سسٹم نہ صرف ایئر پورٹس پر بلکہ زمینی بارڈر اسٹیشنز پر بھی کرنسی ڈیکلریشن کا ڈیٹا حاصل کرے گا جہاں امیگریشن ڈیسک دستیاب ہیں اور ایف آئی اے کا آئی بی ایم ایس (انٹیگریٹڈ بارڈر مینجمنٹ سسٹم) کام کر تا ہے ۔ نئے سسٹم کے ذریعے حاصل کردہ معلومات کو دیگر متعلقہ ایجنسیوں/محکموں جیسے نادرا، ایس بی پی اور آئی آر ایس کے ساتھ بھی شیئر کیا جائے گا تاکہ بوقت ضرورت مزید کارروائی کی جا سکے۔ انہوں نے کہا کہ نادرا کی فعال تکنیکی معاونت سے اس نئے اقدام میں آئی بی ایم ایس اور ایف بی آر کا وی بوک سسٹم منسلک کرنے سے حکومت کے ان انتہائی اہم اداروں کے مابین تعاون کے ایک نئے دور کا آغازہواہے جو کہ مستقبل میں اس طرح کے مزید اقدامات کی راہ ہموار کرے گا۔انہوں نے اس ڈیجیٹل اقدام کو عملی جامہ پہنانے کیلئے نہایت اہم معاونت فراہم کرنے پر خاص طور پر نادرا اور ایف آئی اے کی کاوشوں کو سراہا ۔ اپنے خطاب کے اختتام پر انہوں نے کہا کہ اداروں کے درمیان اس پائیدار شراکت داری کے باعث تجارتی آسانی کو فروغ ملے گا اور ٹیکس قوانین پر عمل درآمد کو یقنی بنایا جا سکے گا۔
