A four-member delegation from Afghanistan Revenue Department (ARD) is on an important visit to Federal Board of Revenue (FBR) for the second round of negotiations on Double Taxation Agreement (DTA) between the two countries. These high value negotiations will be held from 28th to 30th December, 2021 in FBR (HQs), Islamabad. The Afghan delegation is headed by Mr. Esmatullah Salimi, Revenue Audit Director, ARD and include Mr. Abdul Wali Noori, Technical Deputy Director-General, ARD, Mr. Nida Mohammad Seddiqi, Legal Services Director, ARD and Mr. Najeebullah Ahmadzai, Advisor to Ministry of Finance.
It is pertinent to mention that the first round of negotiations on DTA between Pakistan and Afghanistan was held successfully in March, 2016. It is hoped that the second round of negotiations on DTA between Pakistan and Afghanistan will also be conducted in a shared spirit of friendship and mutual understanding. The proposed DTA between the two neighboring countries will further foster not only the already existing economic and trade ties but will also contribute significantly to the revenue generations for both the countries. The Pakistan delegation is led by Mr. Qaiser Iqbal, Director General (International Taxes), FBR and include Barrister Nowsherwan Khan, Chief (International Taxes) and Ms. Hira Nazir, Secretary (Tax Treaties & Conventions).
ایف بی آر افغانستان کے ساتھ دوہرے ٹیکس معاہدے پر بات چیت کرے گا
افغانستان ریونیو ڈپارٹمنٹ(اے آر ڈی) کا ایک چار رکنی وفد دونوں ممالک کے مابین دوہرے ٹیکس معاہدے(ڈی ٹی اے) پر مذاکرات کے دوسرے دور کیلئے فیڈرل بورڈ آف ریونیو( ایف بی آر ) کے اہم دورے پر ہے۔ یہ اعلیٰ سطحی مذاکرات 28 سے 30 دسمبر 2021 تک ایف بی آر (ہیڈ کوارٹرز ) اسلام آباد میں ہوں گے۔ افغان وفد کی سربراہی عصمت اللہ سلیمی، ریونیو آڈٹ ڈائریکٹر اے آر ڈی کر رہے ہیں جبکہ اس میں عبدالولی نوری ٹیکنیکل ڈپٹی ڈائریکٹر جنرل اے آر ڈی، ندا محمد صدیقی لیگل سروسز ڈائریکٹر اے آر ڈی اور نجیب اللہ احمدزئی مشیروزارت خزانہ بھی شامل ہیں۔
اہم بات یہ ہے کہ پاکستان اور افغانستان کے مابین ڈی ٹی اے پر مذاکرات کا پہلا دور مارچ 2016 میں کامیابی کے ساتھ ہوا تھا۔ امید ہے کہ پاکستان اور افغانستان کےمابین ڈی ٹی اے پر مذاکرات کا دوسرا دور بھی دوستی اور باہمی سمجھوتے کے مشترکہ جذبے کے ساتھ کیا جائے گا۔ دونوں پڑوسی ممالک کے درمیان مجوزہ ڈی ٹی اے نہ صرف پہلے سے موجود اقتصادی اور تجارتی تعلقات کو مزید فروغ دے گا بلکہ دونوں ممالک کے لیے ریونیو میں اضافے کیلئے بھی اہم کردار ادا کرے گا۔ پاکستانی وفد کی قیادت ایف بی آر کے ڈائریکٹر جنرل (انٹرنیشنل ٹیکسز) قیصر اقبال کررہے ہیں جبکہ اس میں بیرسٹر نوشیروان خان، چیف (انٹرنیشنل ٹیکسز) اور محترمہ حرا نذیر، سیکریٹری (ٹیکس ٹریٹیز اینڈ کنونشنز) بھی شامل ہیں۔
