Directorate General of Training and Research (Pakistan Customs), Karachi has facilitated the conduct of COPES-CECAC ‘Train the Trainer’ project arranged by World Custom Organization (WCO) in collaboration with International Narcotics and Law Enforcement Section (INL), from 8th to 12th, November, 2021. The Custom Enforcement Curriculum for Assistant Collectors is in line with Customs Operational Practices on Enforcement and Seizures (COPES) and is aimed at developing effective, professional and transparent law enforcement institutions in Pakistan and increasing the capacity of Pakistan Customs in realm of enforcement in the light of international best practices.
The inaugural ceremony of the program was held at DGTR Karachi and was unveiled by Director General DGTR, Surraiya Ahmed Butt. She thanked WCO and INL for their support in this training and termed Train the Trainer program as an important milestone in the enhancement of capabilities of Pakistan Customs Service. She hoped that training of 12 officers from Pakistan will create a pool of instructors which would help in capacity building of Pakistan Customs.
Gilles Thomas from WCO gave a detailed introduction about the COPES program highlighting the gaps that exist in the Customs Officers’ professional standards and how the CECAC project would be an effort to bridge that gap by developing an enforcement curriculum.
Later, Mark Kennedy from INL appreciated the working relationship with Pakistan Customs in the realm of training and expressed his desire to further strengthen this cooperation.
ورلڈ کسٹمز آرگنائیزیشن کا ڈی جی ٹی آر میں کسٹمز افسران کے لئے ٹرینینگ کا انعقاد
ڈائیریکٹوریٹ جنرل ٹرینینگ اینڈ ریسرچ، پاکستان کسٹمز کراچی نے ورلڈ کسٹمز آرگنائیزیشن اور بین الاقوامی منشیات اور قانون نافذ کرنے والے ادارہ (آئی این ایل) کے اشتراک سے کسٹمز افسران کے لئے ٹرینینگ کا انعقاد کیا جو کہ 8 سے 12 نومبر 2021 تک جاری رہے گی۔ اس حوالے سے اسسٹنٹ کولیکٹرز کے لئے کسٹمز انفورسمنٹ نصاب کسٹمز ضبطگی اور قانون نافذ کرنے سے متعلق آپریشنل مشقوں (COPES) سے مطابقت رکھتا ہے جس کا مقصد پاکستان میں موثر، پروفیشنل اور شفاف قانون نافذ کرنے والا ادارہ تشکیل دینا ہے اور پاکستان کسٹمز کی رائج بین الاقوامی بہترین طریقہ کار کے مطابق استطاعت کار کو بڑھانا ہے۔
اس سلسلے میں ٹرینینگ کی افتتاحیہ تقریب ڈائیریکٹوریٹ جنرل ٹرینینگ اینڈ ریسرچ کراچی میں منعقد ہوئی جس کا افتتاح ڈائیریکڑ جنرل ڈی جی ٹی آر ثریا احمد بٹ نے کیا۔ انہوں نے ورلڈ کسٹمز آرگنائزیشن اور آئی این ایل کا ٹرینینگ کے انعقاد پر شکریہ ادا کیا اور کہا کہ پاکستان کسٹمز کے 12 افسران کی ٹرینینگ سے انسٹرکٹرز کی تعداد میں اضافہ ہونے سے پاکستان کسٹمز کی استعداد کار کو مزید تقویت ملے گی۔
تقریب سے ورلڈ کسٹمز آرگنائزیشن کے نمائندہ نے خطاب کرتے ہوئے ٹرینینگ پروگرام پر تفصیل سے روشنی ڈالی اور کہا کہ نیا انفورسمنٹ نصاب پاکستان کسٹمز کو مزید فعال بنانے میں مدد گار ہو گا۔ آئی این ایل کے نمائندہ نے خطاب میں پاکستان کسٹمز کے ساتھ ٹرینینگ کے حوالے سے بہترین تعلقات کی تعریف کی اور تعلق کو مزید مضبوط کرنے کی خواہش ظاہر کی۔
